Minutes of Proceedings - 2007-10-17

1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

2. PRAYERS.
      Visitors: The Speaker advised Members of the presence in the public galleries of adult students from the Batchelor Institute of Indigenous Tertiary Education accompanied by Ms Alison Reedy.
      On behalf of all Members the Speaker extended a warm welcome to the visitors.

3. MINISTERIAL REPORTS:
      NT Managers Excellence Awards Night: The Chief Minister (Ms Martin) reported on her attendance at the Australian Institute of Management, NT Branch Managers Excellence Award sponsored by the Chief Minister and other award recipients.
      Ms Carney responded.

      Wheelchair Friendly Taxis: The Minister for Infrastructure and Transport (Ms Lawrie) reported on government support for disability services to Territorians and a new government voucher system for disable friendly taxis.
      Mrs Miller responded.
      Mrs Braham responded.
      Ms Lawrie replied.

      Sudanese Migrants: The Minister for Multicultural Affairs (Mr Henderson) reported on the federal government attack on Sudanese migrants.
      Ms Carney responded.
      Mr Wood responded.
      Mr Henderson replied.

4. POLICE ADMINISTRATION AMENDMENT BILL 2007 (Serial 97):
      The Minister for Police, Fire and Emergency Services (Ms Martin), pursuant to notice, presented a Bill for an Act to amend the Police Administration Act, and for related purposes.
      Bill read a first time.
      Ms Martin moved - That the Bill be now read a second time.
      Debate ensued.
      Paper tabled: Ms Martin laid on the Table the following Paper -
Explanatory Statement, Police Administration Amendment Bill 2007 (Paper 1116).

      On the motion of the Leader of the Opposition (Ms Carney) debate was adjourned.
5. DOMESTIC AND FAMILY VIOLENCE BILL 2007 (Serial 120):
      The Minister for Justice and Attorney-General (Mr Stirling), pursuant to notice, presented a Bill for an Act to provide for the protection of persons in a domestic relationship against violence, and for related purposes.
      Bill read a first time.
      Mr Stirling moved - That the Bill be now read a second time.
      Debate ensued.
      Paper tabled: Mr Stirling laid on the Table the following Paper -
Explanatory Statement, Domestic and Family Violence Bill 2007 (Serial 120) (Paper 1117).

      On the motion of the Leader of the Opposition (Ms Carney) debate was adjourned.

6. DISASTERS AMENDMENT BILL 2007 (Serial 115):
      The Order of the Day having been read for the resumption of debate on the question - That the Bill be now read a second time -

      Bill read a second time.
      Leave granted for a motion for the third reading of the Bill to be moved forthwith.
      On the motion of the Chief Minister (Ms Martin) the Bill was read a third time and passed to be a proposed law.

      The Speaker laid on the Table the Report on the Legislative Assembly By-election for the Division of Stuart by the Electoral Commissioner (Paper 1118).

10. AUSTRALASIA TRADE ROUTE DEVELOPMENT - MINISTERIAL STATEMENT - STATEMENT NOTED:
      The Chief Minister (Ms Martin) made a statement relating to the importance to the long term economic growth of the Territory by developing the AustralAsia Trade Route.
      Ms Martin moved - That the Assembly take note of the Statement.
