1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

3. MINISTERIAL REPORTS:
      Bus Crash, Cairo: The Minister for Police, Fire and Emergency Services (Mr Henderson) reported on the commendable actions of Northern Territory Police Officers at the scene of the Cairo bus crash.
      Ms Carney responded.

      Alice Springs Town Camps Taskforce: The Minister for Local Government (Mr McAdam) reported on the establishment of a Task Force to examine delivery of services and strategies provided by various government and non-government organisations to Alice Springs Town Camps and any affect these have on the surrounding community.
      Dr Lim responded.
      Mrs Braham responded.

      General Practitioners Recruitment and Retention Roundtable: The Minister for Health (Dr Toyne) reported on the establishment of a GP Roundtable to develop information and strategies for the recruitment and retention of sufficient General Practitioners for the Territory health care system.
      Dr Lim responded.
      Dr Toyne responded.

4. WORK HEALTH AMENDMENT (ADVISORY COUNCIL) BILL 2006 (Serial 36):
      The Minister for Employment, Education and Training (Mr Stirling), pursuant to notice, presented a Bill for an Act to amend the Work Health Act.
      Bill read a first time.
      Mr Stirling moved - That the Bill be now read a second time -

5. ILLEGAL FOREIGN FISHING INCURSIONS IN NORTHERN AUSTRALIA - MOTION AGREED TO:
      The Minister for Primary Industry and Fisheries (Mr Vatskalis), pursuant to notice, moved -

      That this Assembly:
        (a) express its serious concern about increasing illegal foreign fishing incursions in our waters and foreign nationals establishing camps throughout northern Australia;

        (b) note that these increasing incursions threaten not only the sustainability of our shark and other fisheries, but place our bio-security and national sovereignty at great risk;

        (c) call upon the Commonwealth government to agree to fund the expansion of the indigenous Marine Ranger program throughout northern Australia as a matter of urgency;

        (d) call upon the Prime Minister to personally convene an urgent summit of all relevant Ministers and stakeholders to develop a National Strategy to combat foreign fishing vessel incursions throughout northern Australia, noting that actions by a raft of federal agencies have thus far failed to deter illegal incursions; and

        (e) through the office of the Speaker, forward the terms of this motion and associated debate to the President of the Senate, the Speaker of the House of Representatives, the Prime Minister and the Leader of the Opposition in the Commonwealth Parliament.

        The Leader of the Opposition (Ms Carney) moved the following amendment to the motion -
        Omit all words after "Assembly" and insert -

        (a) express its serious concern about increasing illegal foreign fishing incursions in our waters and foreign nationals establishing camps throughout northern Australia;

        (b) note that these increasing incursions threaten not only the sustainability of our shark and other fisheries, but place our biosecurity and national sovereignty at great risk;

        (c) call upon the Commonwealth government to agree to assist in funding programs such as the expansion of the indigenous Marine Ranger program throughout northern Australia as a matter of urgency;

        (d) note that the serious problem of illegal fishing appears to be outstripping Federal Government resources;

        (e) call on the Federal Fisheries Minister to advocate for more Federal funding to combat illegal fishing, and develop a National Strategy to address illegal fishing and combat foreign fishing vessel incursions throughout Australia;

        (f) note the commitment made by the Federal Fisheries Minister to work constructively with other levels of government and stakeholders; and

        (g) through the Office of the Speaker, forward the terms of this motion and associated debate to the President of the Senate, the Speaker of the House of Representatives, the Prime Minister and the Leader of the Opposition in the Commonwealth Parliament.

        The Order of the Day having been read for the resumption of debate on the motion relating to Illegal fishing, suspended earlier this day; and amendment moved thereto by the Leader of the Opposition (Ms Carney) as follows -

    9. ASIAN RELATIONS AND TRADE, ADMINISTRATIVE DIRECTIONS - MINISTERIAL STATEMENT - STATEMENT NOTED:
        The Minister for Asian Relations and Trade (Ms Martin) made a statement relating to administrative directions in the Asian Relations and Trade portfolio and merging the former departmental structure of DBIRD into Trade and Major Projects Division of the Department of the Chief Minister.
        Ms Martin moved - That the Assembly take note of the Statement.

    10. AUSTRALIAN DEFENCE SUPPORT CONTRIBUTION TO TERRITORY ECONOMY - MINISTERIAL STATEMENT - STATEMENT NOTED:
        The Minister for Defence (Mr Henderson) support made a statement recognising the contribution the Australian Defence Force makes to the Northern Territory economy and community.
        Mr Henderson moved - That the Assembly take note of the Statement.

    11. DISEASE CONTROL IN THE NT - MINISTERIAL STATEMENT - MOTION TO NOTE STATEMENT:
        The Minister for Health (Dr Toyne) made a statement outlining strategies being put in place to control disease in the Territory.
        Dr Toyne moved - That the Assembly take note of the Statement.
