Minutes of Proceedings - 2006-08-29

1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

3. MINISTERIAL REPORTS:
      McArthur River Mine, Expansion to Open Cut Operation: The Minister for Natural Resources, Environment and Heritage (Ms Scrymgour) reported on the amended proposal to allow expansion of the McArthur River Mine to proceed as an open cut mining operation management, subject to revised engineering and environmental conditions.
      Mrs Miller responded.
      Mr Wood responded.
      Ms Scrymgour responded.

      Visitors: The Speaker advised Members of the presence in the public galleries of Marrara Christian College Year 7 students, accompanied by Ms Jennifer Edwards.
      The Speaker on behalf of all Members extended a warm welcome to the students.

      Expression of Sympathy, Master Aidan Bott: The Minister for Employment, Education and Training (Mr Stirling) advised Members of the passing of St Marys school student Master Aidan Bott following an accident at school earlier this month and extended his sympathy to his family. Other Members endorsed these sentiments during Ministerial Reports.

      Education Week: The Minister for Employment, Education and Training (Mr Stirling) reported on the state of educational program achievements and curriculum frameworks.

      Water Safety Month 2006: The Minister for Local Government (Mr McAdam) reported on the success of the Territory water safety program and promotional highlights to celebrate Water Safety Month 2006.

4. REMUNERATION TRIBUNAL REPORT ON THE SALARY, ALLOWANCES AND OTHER BENEFITS TO MAGISTRATES AND DETERMINATION NO. 1 of 2006 - PAPER NOTED:
      The Order of the Day having been read for the resumption of debate on the question - That the Assembly take note of the Report -

5. NORTHERN TERRITORY PASTORAL INDUSTRY - MINISTERIAL STATEMENT - MOTION TO NOTE STATEMENT:
      The Minister for Primary Industry and Fisheries (Mr Vatskalis) made a statement relating to the cattle industry and its contribution to the employment and economy of the Territory.
      Mr Vatskalis moved - That the Assembly take note of the Statement.
      Debate ensued.

          The Minister for Planning and Lands (Dr Burns), by leave, clarified an answer to a question he made last Thursday, 24 August 2006 relating to builders licensing.

      10. ARTS FESTIVALS INTO THE FUTURE, VALUE ADDING TO TERRITORY LIFE - STATEMENT NOTED:
          The Minister for Arts and Museums (Ms Scrymgour) made a statement relating to the Darwin Festival and the diverse calendar of festival events of the Territory community.
          Ms Scrymgour moved - That the Assembly take note of the Statement.
          Debate ensued.
          Extension of time: On the motion of the Minister for Natural Resources, Environment and Heritage (Ms Scrymgour) the Member for Arnhem (Ms McCarthy) was granted an extension of time, pursuant to Standing Order 77.
