8. NOTICES
      The following notices were given:

      1. Mr Higgins (Member for Daly) to move on the next General Business Day - That this House expresses its support for the investigation into the feasibility of a gas pipeline which connects the Northern Territory with the Australian eastern seaboard.

      2. Mr Tollner (Minister for Local Government and Regions) to present a bill entitled – Local Government Amendment Bill 2014 (Serial 73).

      3. Mr Tollner (Minister for Local Government and Regions) to present a bill entitled – Darwin Rates Amendment Bill 2014 (Serial 72).

      4. Mr Elferink (Leader of Government Business) to move that -
        1. A Select Committee on Action to Prevent Foetal Alcohol Spectrum Disorder be appointed.
          2. The Committee shall inquire into and report on:

              a. The prevalence in the Northern Territory of Foetal Alcohol Spectrum Disorder (FASD);



              b. The nature of the injuries and effects of FASD on its sufferers; and


              c. Actions the Government can to take protect unborn children from FASD.

          3. The Committee’s membership shall comprise three Government Members, two Opposition Members and one Independent Member.
            4. The Committee may elect a Deputy Chair of the Committee, who may act as the Chair when the Chair is absent from a meeting or there is no Chair of the Committee.
              5. A quorum of the Committee shall be three members of the Committee.
                6. The committee is to report in the October sittings.
                  7. The provisions of this resolution, insofar as they are inconsistent with the Standing Orders, have effect notwithstanding anything contained in the Standing Orders.

                5. Mr Wood (Member for Nelson) will move on the next General Business Day that – That Local Government Councils in the Northern Territory be given the choice of appointing a person to run their own elections.
            9. PETITIONS
                Ms Manison (Member for Wanguri), presented Petition No. 35 from 1220 petitioners, conforming with Standing Orders praying that a new Henbury School be built incorporating state-of-the-art facilities. (Paper 779).

            10. MINISTERIAL STATEMENT – REPLACEMENT OF THE ASSET MANAGEMENT SYSTEM – MOTION TO NOTE AGREED TO
                Mr Tollner (Minister for Corporate and Information Services) made a statement updating the Assembly on the Asset Management System.

                Mr Tollner moved – That the Assembly take note of the Statement.

                Extension of Time: On the motion of Mr Giles (Chief Minister), Mr Styles (Member for Sanderson) was granted an extension of time.

            12. MATTER OF PUBLIC IMPORTANCE – IMPACT OF POWERWATER CORPORATION LEGISLATION
                The Speaker advised the Assembly that Ms Lawrie (Leader of the Opposition) had proposed a definite Matter of Public Importance – The failure of the Government for its inability to govern in the interests of Territorians. Despite staking its reputation on splitting the PowerWater Corporation, the Government is now so divided and paralysed with infighting that it cannot proceed with the legislation. The Government is attempting to hide the full impact of the legislation and their privatisation agenda from the voters of Blain by delaying the Bills until after the Blain by-election.

                Having received the necessary support - Discussion ensued.
