Minutes of Proceedings - 2009-02-19

1. MEETING:
      The Assembly met at 12 Noon as nominated by the Speaker, pursuant to Sessional Orders. The Speaker, the Honourable J. L. Aagaard, took the Chair.

2. PRAYERS.

3. GENERAL BUSINESS DAY - NOMINATION:
      The Leader of Government Business (Dr Burns), on behalf of the Chief Minister and with the agreement of the Opposition, nominated 29 April 2009 as the next day on which precedence would be given to General Business, pursuant to Standing Order 93.
4. MINISTERIAL REPORTS:
      Youth Action Plan, Alice Springs: The Minister for Central Australia (Mr Hampton) reported on the development of a comprehensive Youth Action Plan for Alice Springs - a raft of initiatives to deal with youth antisocial behaviour.
      Ms Carney responded.
      Mr Wood responded.
      Mr Hampton replied.

      Bombing of Darwin 2009 Commemorations: The Chief Minister (Mr Henderson) reported on the service to commemorate the 67th anniversary of the bombing of Darwin and the establishing of an annual history scholarship for Territory High School students researching the history of war time in the Territory.
      Mr Mills responded.
      Mr Wood responded.

      World War II Heritage Sites: The Minister for Natural Resources, Environment and Heritage (Ms Anderson) reported on the preservation and listing of World War II heritage sites.
      Mr Bohlin responded.
      Mr Wood responded.
      Ms Anderson replied.

5. UNIT TITLE SCHEMES BILL 2009 (Serial 35):
      The Minister for Justice and Attorney-General (Ms Lawrie), pursuant to notice, presented a Bill for an Act to provide for unit title schemes, and for related purposes.
      Bill read a first time.
      Ms Lawrie moved - That the Bill be now read a second time -

      The Order of the Day having been read for the resumption of debate on the question - That the Bill be now read a second time -

      Leave granted for a motion for the third reading of the Bill to be moved forthwith.
      On the motion of the Minister for Justice and Attorney-General (Ms Lawrie) the Bill was read a third time and passed to be a proposed law.
8. SKILLING OUR WORKFORCE, FRAMEWORK FOR THE FUTURE - MINISTERIAL STATEMENT - STATEMENT NOTED:
      The Chief Minister (Mr Henderson) made a statement relating to the need to skill our workforce to ensure our future.
      Mr Henderson moved - That the Assembly take note of the Statement -

      Extension of time: On the motion of the Member for Johnston (Dr Burns) the Member for Daly (Mr Knight) was granted an extension of time, pursuant to Standing Order 77.

9. MATTER OF PUBLIC IMPORTANCE - MODERN, RELIABLE HEALTH SERVICES:
      The Speaker advised the Assembly that the Member for Greatorex (Mr Conlan) had proposed the following definite Matter of Public Importance for discussion this day:
          The failure of the Territory Government to provide the resources and leadership that is necessary for the delivery of modern, reliable health services to all Territorians now and plan for the effects that an aging population will have on the ability to deliver these services in the future.
      The proposed discussion having received the necessary support -
