1. MEETING:
      The Assembly met at 10am, pursuant to resolution of the Assembly, dated Thursday 3 May 2007. The Speaker, the Honourable J. L. Aagaard, took the Chair.

      4. CONDOLENCE - GEORGE BURARRAWANGA - MOTION AGREED TO:
          The Chief Minister (Ms Martin), by leave, moved - That this Assembly express its deep regret at the passing of Mr Burarrawanga, a man who contributed much to the musical life of the Northern Territory and indeed the nation, and tender its profound sympathy to his family.

          Ms Martin thereupon addressed the Assembly.
          The Leader of the Opposition (Ms Carney) addressed the Assembly.
          Debate ensued.
          Question - put and passed.

          And as a mark of respect Members stood in their places for one minute, in silence.
      5. PETITIONS:
          Responses to petitions:
          The Clerk, pursuant to Standing Order 100A, laid on the Table the following responses to petition Number 58 and 60 relating to moving Power Generation to Brewer Estate, Alice Springs and for an operational investigation into the running of Batchelor Area School, respectively (Paper 889).

          The Clerk advised the Assembly the text of the response would be incorporated in the Hansard record.
      6. MINISTERIAL REPORTS:
          Middle Years Schooling, Progress Report: The Minister for Employment, Education and Training (Mr Henderson) reported on the progress and introduction of Middle Years Schooling.
          Dr Lim responded.
          Mrs Braham responded.
          Mr Henderson replied.

          Nuclear Waste Dump: The Minister for Natural Resources, Environment and Heritage (Ms Scrymgour) reported on a proposal to have land approved by the Northern Land Council to accommodate a Nuclear Waste dump in the Northern Territory.
          Mrs Miller responded.
          Mr Wood responded.

          A point of Order being raised -
          Member suspended: The Speaker (Mrs Aagaard), pursuant to Standing Order 240A, ordered the Member for Nelson (Mr Wood) at 10.50am to withdraw from the Chamber for a period of one hour on account of his non-compliance with a direction from the Speaker to withdraw words.
          Mr Wood accordingly withdrew.

          Ms Scrymgour replied.

          Multicultural Organisations: The Minister for Multicultural Affairs (Ms Lawrie) reported on Multicultural Organisations in the Territory.
          Dr Lim responded.
          Mrs Braham responded.
          Paper tabled: Mrs Braham laid on the Table the following Paper -
      Australia's Muslim Cameleers Pioneers of the Inland 1860s-1930s (Paper 890).

          Ms Lawrie replied.

              The Leader of Government Business (Mr Henderson) informed the Assembly that the government accepted the motion as a censure motion, pursuant to Standing Order 95.

              The Leader of Government Business (Mr Henderson) asked that further questions be placed on the Written Question Paper.
          10. CENSURE OF CHIEF MINISTER AND MINISTER FOR INDIGENOUS AFFAIRS - MOTION NEGATIVED:
              The Leader of the Opposition (Ms Carney) moved - That the Assembly censure the Chief Minister and Minister for Indigenous Affairs for:

              repeatedly lying to Territorians and Australians about her knowledge of the allegations of Child Sexual Abuse in the community of Mutitjulu, particularly lying about what information was and was not given to her by Greg Andrews,

              And further -

              sitting on the Board of Inquiry report into the Protection of Aboriginal Children from Sexual Abuse 2007 for six weeks,

              And further -

              failing to deal with this issue now but allowing it to drag out until August before this house will debate the report's contents,

              And further -

              failing the victims of child sexual abuse. (Paper 898)

          11. APPROPRIATION BILL 2007/2008 (Serial 94):
              The Order of the Day having been read for the resumption of debate on the question, suspended earlier this day - That the Bill be now read a second time -
              Debate resumed.
              Extension of Time: On the motion of the Minister for Business and Economic Development (Mr Vatskalis) the Minister for Natural Resources, Environment and Heritage (Ms Scrymgour) was granted an extension of time, pursuant to Standing Order 77.

              Debate continued.
              Suspension of Standing Orders - Extension of Time: The Minister for Primary Industry and Fisheries (Mr Natt) moved - That so much of Standing Orders be suspended as would prevent the Minister for Local Government (Mr McAdam) being granted such an extension of time as would allow him to complete his remarks.
              There being an absolute majority of the whole number of Members present and no dissentient voice. (SO 306)

          12. REMUNERATION TRIBUNAL REPORT ON THE ENTITLEMENTS OF MAGISTRATES AND DETERMINATION NO. 2 OF 2007 - PAPER NOTED:

          13. REPORT OF THE INQUIRY INTO THE PROTECTION OF ABORIGINAL CHILDREN FROM SEXUAL ABUSE - PAPER TABLED - MOTION TO NOTE REPORT:
              The Chief Minister (Ms Martin) laid on the Table the Report of the Inquiry into the Protection of Aboriginal Children from Sexual Abuse (Paper 899).
              Ms Martin made a statement relating thereto.
              Ms Martin moved - That the Assembly take note of the Report.
              On the motion of the Leader of the Opposition (Ms Carney) debate was adjourned.
          14. ADJOURNMENT:
