1. MEETING
The Assembly met at 10am. The Speaker, the Honourable Kezia Purick took the Chair.
    2. PRAYERS
      3. VISITORS
          The Speaker advised Honourable Members of the presence in the gallery of students from Moulden Park Primary School.

          On behalf of all Members the Speaker extended a warm welcome to the visitors.
      4. SPEAKER'S STATEMENT
          The Speaker made a statement regarding Member's conduct in the Chamber, visitors on the floor of the Chamber and visitors in the Public Galleries.
      5. PERSONAL EXPLANATION – MEMBER FOR PORT DARWIN
          Pursuant to Standing Order 57, having obtained leave from the Chair, Mr Elferink (Member for Port Darwin) explained matters of a personal nature.
      6. BAIL AMENDMENT BILL (No.2) 2015 (Serial 135)
          Mr Elferink (Attorney-General and Minister for Justice), pursuant to notice, presented a Bill for an Act to amend the Bail Act.

          Bill read a first time.

          Mr Elferink moved - That the Bill be now read a second time.

          Debate ensued.

          Paper Tabled: Mr Elferink laid upon the Table the Explanatory Statement (Paper 1479).

          On the motion of Ms Fyles (Member for Nightcliff) debate was adjourned.
      7. TRAFFIC ACT AND OTHER LEGISLATION AMENDMENT BILL 2015 (Serial 138)
          Mr Chandler (Minister for Transport), pursuant to notice, presented a Bill for an Act to amend the Traffic Act, Motor Vehicles Act and Traffic Regulations.

          Bill read a first time.

          Mr Chandler moved - That the Bill be now read a second time.

          Debate ensued.

          Paper Tabled: Mr Chandler laid upon the Table the Explanatory Statement (Paper 1480).

          On the motion of Mr McCarthy (Member for Barkly) debate was adjourned.
      8. MINISTERIAL STATEMENT - NT ASIAN ENGAGEMENT, TRADE AND INVESTMENT STRATEGY 2015 - 2020 – STATEMENT NOTED
          Resumption of debate on the question - That the Assembly take note of the Statement.

      9. MONITORING OF PLACES OF DETENTION (OPTIONAL PROTOCOL TO THE CONVENTION AGAINST TORTURE) (NATIONAL UNIFORM LEGISLATION) BILL 2013 (Serial 36) – BILL DEFEATED
          Resumption of debate on the question - That the Bill be now read a second time.

          Debate resumed.

          Mr Westra van Holthe (Deputy Chief Minister) moved the following amendment – That the word 'now' be omitted and 'this day in 6 months' be inserted in its place.

          Debate ensued.

          Question – That the word proposed to be omitted stand part of the question - put and not agreed to.

          Pursuant to Standing Order 180, the Bill was disposed of.
      10. MINISTERIAL STATEMENT – NT FISHERIES INDIGENOUS COMMUNITY MARINE RANGER PROGRAM – MOTION TO NOTE
          Mr Westra van Holthe (Minister for Primary Industry and Fisheries) made a statement regarding the Northern Territory Fisheries Indigenous Community Marine Ranger Program.

          Mr Westra van Holthe moved – That the Assembly take note of the Statement.

          Suspension of Standing Orders

          Ms Walker (Member for Nhulunbuy) moved — That so much of Standing Orders be suspended as would prevent this house from censuring the Government.

          Mr Elferink (Leader of Government Business) informed the Assembly that the Government would accept the censure motion, pursuant to Standing Order 95.

      12. CENSURE OF THE GOVERNMENT – MOTION NOT AGREED TO
          Ms Walker (Member for Nhulunbuy) moved – That this House censures:
            The government for its appalling and aggressive behaviour towards Parliamentarians and this Assembly and
              The Chief Minster for losing control of the behaviour of his Members of Parliament

            Further that this House from now on adopts the principles of the White Ribbon workplace and we commence the accreditation process immediately.
