    1. MEETING:
    The Assembly met at 10am. The Speaker, the Honourable Kezia Purick, took the Chair.

    2. PRAYERS.

    3. PRESENTATION OF ADDRESS-IN-REPLY:
        The Speaker advised Members that she would present the Address-in-Reply to Her Honour the Administrator at 11.30 am today and invited Members to accompany her to Government House, leaving at approximately 11.15am from Parliament House.
        The Leader of Government Business (Mr Elferink) and the Member for Fannie Bay (Mr Gunner), by leave, respectively made statements relating thereto.

    4. VISITORS:
        The Speaker advised Members of the presence in the Public Gallery of Year 5/6 Leanyer Primary School students.
        On behalf of all Members the Speaker extended a warm welcome to the visitors.
    5. SPEAKER’S WARRANT – ACTING DEPUTY SPEAKERS:
        The Speaker laid on the Table Her Warrant pursuant to Standing Order 12 nominating the following Members to act as Deputy Chair of Committees when requested so to do by the Speaker:

    8. STATEMENT BY SPEAKER – GOVERNMENT HOUSE PHOTOGRAPH OF MEMBERS:
        The Speaker advised Members that at the reception for Members at Government House to present the Address-in-Reply a group photograph of all Members would be taken for historical purposes.

    9. ADDRESS-IN-REPLY – PRESENTATION TO ADMINISTRATOR
        The Speaker advised that accompanied by Honourable Members today she attended upon Her Honour the Administrator and there presented to her the Address-in-Reply to the speech Her Honour delivered on the occasion of the opening of the Twelfth Assembly, and that Her Honour had been pleased to make the following reply:
            “Madam Speaker, thank you for your Address-in-Reply which you have presented to me.
            It will afford me pleasure to convey to Her Majesty the Queen the message of loyalty of the Legislative Assembly of the Northern Territory of Australia to which the address gives expression.”.
    10. NOTICES:
        The following Notices were given –
        Mr Mills: To present the Police Administration Amendment Bill 2012 (Serial 4).

        Mr Mills: To present the Planning Amendment Bill 2012 (Serial 6).
        Visitors: The Speaker advised members of the presence in the public gallery of Maningrida Middle School students.

    11. RAIL SAFETY (NATIONAL UNIFORM LEGISLATION) BILL 2012 (Serial 5):
        The Minister for Transport (Mr Giles), pursuant to notice, presented a Bill for an Act to apply as a law of the Territory a national law regulating rail safety, and for related purposes.
        Bill read a first time.
        Mr Giles moved – That the Bill be now read a second time.
        Debate ensued.

    12. NORTHERN TERRITORY ENVIRONMENT PROTECTION AUTHORITY BILL 2012 (Serial 7):
        The Minister for Lands, Planning and the Environment (Mr Mills), pursuant to notice, presented a Bill for an Act to establish the Northern Territory Environment Protection Authority and for related purposes.
        Bill read a first time.
        Mr Mills moved – That the Bill be now read a second time.
        Debate ensued.

    13. TOURISM NT BILL 2012 (Serial 8):
        The Minister for Tourism and Major Events (Mr Conlan), pursuant to notice, presented a Bill for an Act to reconstitute Tourism NT as a Commission, and for related purposes.
        Bill read a first time.
        Mr Conlan moved – That the Bill be now read a second time.
        Debate ensued.

    14. TOURISM NT BILL 2012 (SERIAL 8) – PASS ALL STAGES – MOTION AGREED TO:
        The Minister for Tourism and Major Events (Mr Conlan), pursuant to notice, moved – That so much of the Standing Orders be suspended as would prevent the Tourism NT Bill 2012 (Serial 8) passing through all stages on Thursday 1 November 2012.
        Debate ensued.
        Question - That the motion be agreed to - put.

    15. OUR HOUSING PRICES – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
        The Chief Minister (Mr Mills) made a statement relating to the rising cost of housing in the Territory.
        Mr Mills moved – That the Assembly take note of the Statement.
        Debate ensued.

    16. MATTER OF PUBLIC IMPORTANCE – TIWI ISLANDS, INTRODUCTION OF FULL STRENGTH BEER:
        The Speaker advised the Assembly that the Member for Karama (Ms Lawrie) had proposed the following definite Matter of Public Importance for discussion this day:
            The reintroduction of full strength beer to the Tiwi Islands.

        The proposed discussion having been received the necessary support – The Member for Karama (Ms Lawrie) thereupon addressed the Assembly.
        Discussion ensued.
        Discussion concluded.
    17. ADJOURNMENT
        The Leader of Government Business (Mr Elferink) moved - That the Assembly do now adjourn.
