        The Assembly met at 10am, pursuant to resolution of the Assembly, dated Friday 18 June 2010. The Speaker, the Honourable J. L. Aagaard, took the Chair.

    4. PARLIAMENTARY COMMITTEES MEMBERSHIPS, OPPOSITION MEMBERS – PAPER TABLED – MOTION RATIFYING MEMBERSHIP CHANGES, AGREED TO:
        The Speaker laid on the Table a letter from the Opposition Whip, dated 13 July 2010, notifying committee membership changes to the following parliamentary committees – Privileges Committee, Public Accounts Committee and Council of Territory Cooperation (Paper 906).
        The Leader of the Opposition (Mr Mills), by leave, moved - That the Assembly ratify the committee membership changes to the following parliamentary committees –

        Privileges Committee:
        Appoint the Member for Port Darwin (Mr Elferink) and discharge the Member for Drysdale (Mr Bohlin).

        Public Accounts Committee:
        Appoint the Member for Port Darwin (Mr Elferink) and discharge the Member for Goyder (Ms Purick).

        Council of Territory Cooperation:
        Appoint the Member for Port Darwin (Mr Elferink) and discharge the Member for Fong Lim (Mr Tollner).

    5. SHADOW PORTFOLIO RESPONSIBILITIES – OPPOSITION:
        The Leader of the Opposition (Mr Mills) advised - That the Member for Port Darwin (Mr Elferink) would assume the following Shadow Portfolio Responsibilities, in accordance with a letter from the Opposition Whip, dated 13 July 2010 (Paper 906), as below -
    Member for Port Darwin to take responsibility for Treasury.
    Member for Port Darwin to take responsibility for Public Employment.
    Member for Port Darwin to take responsibility as Manager of Opposition Business.
    Member for Port Darwin to take responsibility for Essential Services.

    6. LEAVE OF ABSENCE – MEMBER FOR DRYSDALE:
        The Member for Port Darwin (Mr Elferink), by leave, moved – That leave of absence be granted to the Member for Drysdale (Mr Bohlin) for 10 August to 12 August 2010, inclusive.

    7. PETITIONS:
        The Member for Fong Lim (Mr Tollner), by leave, presented Petition No. 38, not conforming with Standing Orders, from 633 petitioners relating to a proposed revision of the NT Mining Act to reflect the Miner’s Rights system of the WA Mining Act (Paper 909).

        The Member for Fong Lim (Mr Tollner), by leave, presented Petition No. 39, not conforming with Standing Orders, from 2941 petitioners relating to a proposed revision of the NT Mining Act to reflect the Miner’s Rights system of the WA Mining Act (Paper 910).

        Responses: The Clerk, pursuant to Standing Order 100A, tabled responses to Petition Nos. 31. 32, 34 and 37 relating to respectively: Rescission of Secure Care facility at Lowther Road, Bees Creek – 31 and 32; Secure Care Facility at Lot 9374 Cotterill Road, Alice Springs; and Rescission of Secure Care facility at Lowther Road, Bees Creek – 34 and37 (Paper 907).

    8. YOUTH JUSTICE AMENDMENT BILL 2010 (Serial 120):
        The Minister for Health and Families (Mr Vatskalis), by leave, presented a Bill for an Act to amend the Youth Justice Act.
        Bill read a first time.
        Mr Vatskalis moved – That the Bill be now read a second time.
        Debate ensued.

    10. TRAVEL REPORT BY SPEAKER – REMUNERATION TRIBUNAL DETERMINATION PARAGRAPH 4.2 (OVERSEAS) – PAPER TABLED:
        The Speaker laid on the Table a Travel Report by the Speaker of the Legislative Assembly pursuant to Remuneration Tribunal Determination, paragraph 4.2, Mrs Aagaard representing the Chief Minister in Timor-Leste as a guest of President Dr Jose Ramos-Horta at the inaugural Dili City of Peace Marathon on Sunday 20 June 2010, dated 27 June 2010 (Paper 912).
    11. INFRASTRUCTURE INVESTMENT – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
        The Minister for Construction (Mr McCarthy) made a statement relating to the Northern Territory Government’s investment in strategic infrastructure projects.
        Mr McCarthy moved – That the Assembly take note of the Statement.

        Extension of time: On the motion of the Member for Port Darwin (Mr Elferink) the Member for Braitling (Mr Giles) was granted an extension of time, pursuant to Standing Order 77.

        The following Notices were given:
        Ms Lawrie: To present the Personal Injuries (Liabilities and Damages) Amendment Bill 2010 (Serial 115).

        Mr Vatskalis: To move - That so much of the Standing Orders be suspended as would prevent a Bill entitled Youth Justice Amendment Bill 2010 (Serial 120) passing through all stages on the 19 August 2010.

        Mr Hampton: To present the Territory Parks and Wildlife Conservation Legislation Amendment Bill 2010 (Serial 117).

        Mr Mills: To move – That,
                1. The Territory Parliament indicate its support for the Coalition’s plan to save nearly 400 homes at RAAF Base Darwin;

                2. Federal Labor’s intention to bulldoze 400 perfectly good homes was tantamount to economic vandalism in the middle of a housing crisis;

                3. The failure of the Henderson Government to act to save these houses is symptomatic of this inept, inadequate, dysfunctional Government; and

                4. In the event of a Coalition Government being elected on the 21st of August, homeless families be given priority in the allocation of the houses that will be turned over to Territory Housing.
