1. MEETING
The Assembly met at 10am. The Speaker, the Honourable Kezia Purick took the Chair.

        The Speaker advised Honourable Members of the presence in the gallery of Kay Tollner, year 11 and 12 Legal Studies classes from O'Loughlin Catholic College accompanied by Ms Louise Delhunty and senior students from Casuarina Senior College accompanied by Ms Paula Simeone.

        On behalf of all Members the Speaker extended a warm welcome to the visitors.
    4. MESSAGE FROM THE ADMINISTRATOR

    7. MINISTERIAL STATEMENT – UPDATE ON MULTICULTURAL AFFAIRS, SENIOR TERRITORIANS AND YOUNG TERRITORIANS – MOTION TO NOTE
        Mr Styles (Minister for Multicultural Affairs) made a statement regarding updating the Legislative Assembly on the progress and aspirations in the areas of community engagement in multicultural, senior and youth affairs.

        Mr Styles moved – That the Assembly take note of the Statement.

    8. CONDOLENCE MOTION – DEATH OF TERRITORIANS ON MALAYSIA AIRLINES FLIGHT 17 - MOTION AGREED TO
        The Speaker informed the Assembly of the death on 17 July 2014 of Mr Wayne and Mrs Theresa Baker and Ms Emma Bell with 295 other passengers and crew.

        The Speaker advised Members of the presence in the Speaker’s Gallery of family, friends and distinguished visitors.

        Mr Giles (Chief Minister) by leave, moved - That this Assembly express its condolences at the passing of Mr Wayne and Mrs Theresa Baker and Ms Emma Bell, and extend deepest sympathy to their family and friends.

        Debate ensued.

        As a mark of respect Members stood in their places in silence for one minute.
    9. NOTICES
        The following notices were given:

        1. Ms Lawrie (Member for Karama) will move on the next General Business day -

        That this Legislative Assembly condemns the Chief Minister and the Government for the 125 teacher cuts in the Department of Education, the $11 million cut to the health budget, failing to keep their promise of 120 new police and the failure to reach a satisfactory EBA outcome with paramedics, prison officers, firefighters and teachers; and

        That the Legislative Assembly asserts that front line services must not be sacrificed while the Department of Chief Minister gets $33 million increase simply to provide the Chief Minister with advice.

        2. Mr Tollner (Treasurer) will present on the next sitting day a bill entitled – Superannuation Legislation Amendment and Repeal Bill 2014 (Serial 89).

        3. Mr Wood (Member for Nelson) will move on the next General Business day -
          That the Government reaffirms its support for the development of the Litchfield area as a predominately rural community i.e. villages or district centres interspersed with rural blocks (not less than 1 ha) as highlighted in the Litchfield Land Use Objectives;

          That the minimum lot size for Rural Residential remains as 1 hectare and not 0.4 hectare as being promoted by developers and the Planning Commission and that blocks smaller than 1 ha be located within villages or district centres;

          That the Government does not go ahead with its plans to develop Holtze Howard Springs into the suburb of Palmerston North (9500 blocks) but rather develops the area as rural with the smallest rural lot size being 1 hectare except within a village or district centre.
          That the Government supports the development of the Howard Springs Forestry Land into a rural subdivision not an activity centre as shown on the Planning Commission’s Draft Plans;

          That ribbon development included in proposed Activity Centres along the Stuart and Arnhem Highways Highway as shown in the Planning Commission Draft Plan be replaced with predominately rural residential or rural living development with commercial and industrial land centralised in District Centres;

          That the notion of peri urban and urban development in the Lloyd Creek, Noonamah and Hughes localities is scrapped and the area developed in keeping with the concept of small villages (not cities such as proposed for Hughes) interspersed with rural lot sizes above 1 hectare as in the Litchfield Land Use Objectives. Lloyd Creek, Noonamah and Hughes should not be used to avoid the Government’s responsibility to build Weddell; and

          That the government keep their promise that they announced before the last election, to develop Weddell as the next major urban centre for the Darwin Region without an Elizabeth River Dam or lake.
