1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

3. MINISTERIAL REPORTS:
      Broadband proposal by Federal Government: The Minister for Communications (Mr McAdam) reported on the proposed wireless broadband program for the Territory by the Federal Government.
      Dr Lim responded.
      Mr McAdam replied.

      Bats at Mataranka: The Minister for Natural Resources, Environment and Heritage (Ms Scrymgour) reported on destruction caused by the Little Red Flying Fox colonies in the Katherine and Mataranka area.
      Paper tabled: Ms Scrymgour laid on the Table the following Paper -

      Finke Desert Race 2007: The Minister for Central Australia (Mr McAdam) reported on the conduct of the Finke Desert Race.

4. MINING AND PETROLEUM (ABORIGINAL LAND RIGHTS) AMENDMENT BILL 2007 (Serial 104):
      The Minister for Mines and Energy (Mr Natt), pursuant to notice, presented a Bill for an Act to amend the Mining Act and the Petroleum Act.
      Bill read a first time.
      Mr Natt moved - That the Bill be now read a second time.
      Debate ensued.

5. TERRITORY PARKS AND WILDLIFE CONSERVATION AMENDMENT (JOINT MANAGEMENT PARKS) BILL 2007 (Serial 103):
      The Minister for Parks and Wildlife (Ms Scrymgour), pursuant to notice, presented a Bill for an Act to amend the Territory Parks and Wildlife Conservation Act.
      Bill read a first time.
      Ms Scrymgour moved - That the Bill be now read a second time.
      Debate ensued.

      The Speaker (Mrs Aagaard) laid on the Table the Department of the Legislative Assembly's Portfolio Budget Statement (PBS) 2007/2008 (Paper 913).
11. PUBLIC SECTOR ANNUAL REPORT AWARDS 2007 - STATEMENT AND REPORT NOTED:
      The Chairman of the Public Accounts Committee (Mr Burke), by leave, presented the Public Sector Annual Report Awards 2007, Adjudicators' Report (Paper 914).
      Mr Burke made a statement relating thereto.
      The Member for Brennan (Mr Burke) moved - The Assembly take note of the Report and Statement.

12. PROGRESS TOWARDS STATEHOOD, PROGRESS STATEMENT - LEGAL AND CONSTITUTIONAL AFFAIRS COMMITTEE - MOTION TO NOTE TABLING STATEMENT AND REPORT:
      The Chair of the Legal and Constitutional Affairs Committee (Ms McCarthy) made a statement relating to the progress of the Committee's inquiry towards Territory Statehood.
