Minutes of Proceedings - 2009-02-18

1. MEETING:
The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

2. PRAYERS.

3. VISITORS:
      The Speaker advised Members of the presence in the public galleries of Palmerston High School Year 7 students accompanied by Mrs Tania Tamotai and Mrs Beryl Brugmans.

      On behalf of all Members the Speaker extended a warm welcome to the visitors.
4. MINISTERIAL REPORTS:
      Free Bus Services: The Minister for Transport (Mr McCarthy) reported on the provision of free public transport for special events - concert to raise money for the Victorian bushfire victims, National Rugby League game at the Marrara Sporting Complex, and pensioners and carers.
      Mr Giles responded.
      Mr Wood responded.
      Mr McCarthy replied.

      G' Day USA Australia Week: The Minister for Tourism (Dr Burns) reported on the promotion of "G' Day USA Australia Week" to promote and showcase trade, investment, food and wine of Australia.
      Ms Purick responded.
      Dr Burns replied.

      Youth Round Table 2009: The Minister for Young Territorians (Ms McCarthy) reported on the appointment of the 2009 Youth Round Table.
      Mr Mills responded.
      Mr Wood responded.
      Ms McCarthy replied.

5. JUSTICE AND OTHER LEGISLATION AMENDMENT BILL 2009 (Serial 34):
      The Minister for Justice and Attorney-General (Ms Lawrie), pursuant to notice, presented a Bill for an Act to amend various Acts administered by the Minister for Justice and Attorney-General and to amend the Police Administration Amendment Act 2007.
      Bill read a first time.
      Ms Lawrie moved - That the Bill be now read a second time -

      Mr Conlan accordingly withdrew.

      2.53pm Mr Westra Van Holthe to Mr Henderson.

      Member suspended: The Speaker (Mrs Aagaard), pursuant to Standing Order 240A, ordered the Member for Fong Lim (Mr Tollner) at 2.54pm to withdraw from the Chamber for a period of one hour on account of his constant unruly interjection.
      Mr Tollner accordingly withdrew.

      The Leader of Government Business (Dr Burns) asked that further questions be placed on the Written Question Paper.

11. NORTHERN TERRITORY PUBLIC SERVICE - REFORM AND REVITALISATION - MINISTERIAL STATEMENT - STATEMENT NOTED:
      The Minister for Public Employment (Mr Knight) made a statement relating to the current state of the public service and the need to review its effectiveness.
      Mr Knight moved - That the Assembly take note of the Statement.
      Debate ensued.
      Extension of time: On the motion of the Member for Katherine (Mr Westra Van Holthe) the Member for Port Darwin (Mr Elferink) was granted an extension of time, pursuant to Standing Order 77.

12. MATTER OF PUBLIC IMPORTANCE - GLOBAL FINANCIAL CRISIS IMPACT ON TOURISM:
      The Speaker advised the Assembly that the Member for Fong Lim (Mr Tollner) had proposed the following definite Matter of Public Importance for discussion this day:
          The impact of the Global Financial Crisis on the Territory Tourism Industry.
      The proposed discussion having received the necessary support -
      Discussion ensued.
      Suspension of Standing Orders: The Member for Port Darwin (Mr Elferink) moved - That so much of Standing Orders be suspended as would prevent the Member for Brennan (Mr Chandler) from completing his discussion on the MPI.
