Minutes of Proceedings - 2006-08-22

1. MEETING:
      The Assembly met at 10am, pursuant to resolution of the Assembly, dated Thursday 23 June 2006. The Speaker, the Honourable J. L. Aagaard, took the Chair.

2. PRAYERS.

3. VISITORS
      The Speaker advised Members of the presence in the public galleries of Bees Creek Primary School Year 6/7 students accompanied by Ms Gayle Purdue.
      On behalf of all Members the Speaker extended a warm welcome to the visitors.

4. MESSAGES FROM ADMINISTRATOR:

    5. PETITIONS:
        Responses: The Clerk, pursuant to Standing Order 100A, laid on the Table responses to petitions numbers 23, 24, 26, 27 and 31 relating to respectively the establishment of a retirement village for self-funded retirees in Darwin, Middle Point School teacher changes, Kennel/Cattery on Lot 3296 De Caen close, Virginia, same as pervious petition for Kennel/Cattery and retention of naming of the Golf Course Estate, Alice Springs (Paper 573).

        The Clerk advised the Assembly the text of the responses would be included in the Hansard record.

    6. PARLIAMENTARY BROADCAST OF ASSEMBLY PROCEEDINGS:
        The Speaker (Mrs Aagaard) advised Members of the process of broadcasting the parliamentary proceedings of the Assembly on the government Intranet and Internet.

      7. WARRANT - DEPUTY CHAIRMEN OF COMMITTEES - APPOINTMENT:
          The Speaker laid on the Table her Warrant for the appointment of Deputy Chairmen of Committees as follows:
          W A R R A N T

          Pursuant to the provisions of Standing Order 12, I hereby revoke all previous warrants nominating Members to act as Deputy Chairmen of Committees and nominate the following Members to act as Deputy Chairmen of Committees: Mr James Burke, Mr Chris Natt, Ms Kerry Sacilotto, Mr Ted Warren, Mr Gerry Wood and Mr Matthew Bonson, when requested so to do by the Chairman of Committees and Deputy Speaker.

      8. STATEMENT BY SPEAKER - RESIGNATION OF CHAIRMAN OF COMMITTEES AND DEPUTY SPEAKER:
          The Speaker advised Members of the resignation of the Member for Sanderson as Chairman of Committees and Deputy Speaker effective on and from 14 July 2006.

      9. APPOINTMENT OF CHAIRMAN OF COMMITTEES AND DEPUTY CHAIRMAN:
          The Speaker reminded Members that it was now necessary for the Assembly to appoint a Member to be its Chairman of Committees and Deputy Speaker -

          Whereupon the Chief Minister (Ms Martin) proposed to the Assembly for its Chairman of Committees and Deputy Speaker the Member for Daly (Mr Knight) and moved - That the Member for Daly be appointed Chairman of Committees and Deputy Speaker.

          Which motion was seconded by the Deputy Chief Minister (Mr Stirling) and Mr Knight accepted the nomination.

          The Member for Braitling (Mrs Braham) proposed to the Assembly for its Chairman of Committees and Deputy Speaker the Member for Nelson (Mr Wood) and moved - That the Member for Nelson be appointed Chairman of Committees and Deputy Speaker.

          Which motion was seconded by the Member for Nelson (Mr Wood) and Mr Wood accepted the nomination.

          The time for motions having expired the Speaker put the question “does any honourable Member wish to speak to the motion” -

          Debate ensued.
          Debate concluded.

          The Speaker advised that there being two nominations, in accordance with Standing Orders a ballot will be taken.

          The Bells having been rung - The Assembly proceeded to ballot.
          The Speaker advised Members, the result of the ballot being -
                      Mr Knight 19 votes
                      Mr Wood 5 votes
          The Speaker thereupon declared the Honourable Member for Daly (Mr Knight) appointed as Chairman of Committees and Deputy Speaker in accordance with Standing Orders.
          The Speaker offered her sincere congratulations to the Member for Daly.
          And other Members offered their congratulations.
      10. CONDUCT OF MEMBER FOR SANDERSON - MOTION NEGATIVED:
          Suspension of Standing Orders: The Leader of the Opposition (Ms Carney) moved - That so much of Standing Orders be suspended as would allow her to move a motion admonishing the Member for Sanderson for his words and actions.
          Question - put and passed - there being an absolute majority of the whole number of Members being present and no dissentient voice.

          The Leader of the Opposition (Ms Carney) thereupon moved - That this Assembly express its absolute dismay and disgust of the comments and actions of the Member for Sanderson in making lewd and sexual remarks to a 61 year old woman (Paper 575).
          Debate ensued.
          Extension of time - negatived: The Member for Greatorex (Dr Lim) moved - That the Member for Araluen (Ms Carney) be granted an extension of time, pursuant to Standing Order 77.

      12. PUBLIC ACCOUNTS COMMITTEE - MEMBERSHIP CHANGES:
          The Leader of Government Business (Mr Henderson) moved - That the Member for Sanderson (Mr L Kiely) be discharged from the service of the Public Accounts Committee and the Member for Brennan (Mr J Burke) be appointed in his stead.

          The Member for Goyder (Mr Warren), by leave, made personal explanation, pursuant to Standing Order 57, relating to disparaging comments concerning his hearing disability made by the Member for Araluen (Ms Carney) during debate earlier this day.

          Darwin Cup Carnival 2006: The Minister for Racing, Gaming and Licensing (Mr Stirling) reported on the conduct of the Darwin Cup Racing Carnival 2006 and Cup Day.

          Radiation Oncology Services: The Minister for Health (Dr Toyne) reported on the commencement and funding of radiation oncology services for the Territory.

          Transportable Homes for Town Camps, Alice Springs: The Minister for Housing (Mr McAdam) reported on the provision of transportable accommodation delivered to Alice Springs to augment Town Camp short term housing facilities.
