Minutes of Proceedings - 2012-02-15

    1. MEETING:
    The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

    2. PRAYERS.

    3. VISITORS:
        The Speaker advised Members of the presence in the public galleries of –
    Palmerston Senior College Special Education Centre Year 9 and Year 10 students accompanied by Mrs Woodward, Mrs De Franz, Mrs Harbridge and Mrs Lacey; and
    Moil Primary School Year 4/5 students accompanied by Ms Birkin,Ms Ryng, Mrs Russell, Mrs Stenhouse and Mrs Lolias.

        On behalf of all Members the Speaker extended a warm welcome to the visitors.

    4. PETITIONS:
        The Member for Braitling (Mr Giles) presented Petition No. 58 from 170 petitioners seeking improved safety of elderly residents at 40 Head Street Braitling (Paper 1704).
        Petition read.

        Responses: The Clerk, pursuant to Standing Order 100A, presented responses to Petitions No. 55 relating to a proposal to ban the sale of fireworks in the Northern Territory (Paper 1705).

    5. DARWIN WATERFRONT CORPORATION AMENDMENT BILL 2012 (Serial 198):
        The Chief Minister (Mr Henderson), pursuant to notice, presented a Bill for an Act to amend the Darwin Waterfront Corporation Act, and for related purposes.
        Bill read a first time.
        Mr Henderson moved – That the Bill be now read a second time.
        Debate ensued.
        Paper tabled: Mr Henderson laid on the Table the following Paper –
    Explanatory Statement, Darwin Waterfront Corporation Amendment Bill 2012 (Paper 1706).

        On the motion of the Member for Port Darwin (Mr Elferink) debate was adjourned.

    6. SUPERANNUATION AMENDMENT BILL 2012 (Serial 195):
        The Treasurer (Ms Lawrie), pursuant to notice, presented a Bill for an Act to amend the Superannuation Act and make consequential amendments to other laws.
        Bill read a first time.
        Ms Lawrie moved – That the Bill be now read a second time.
        Debate ensued.

    Explanatory Statement, Superannuation Amendment Bill 2012 (Paper 1707).

    7. JUSTICE AND OTHER LEGISLATION AMENDMENT BILL (No. 2) 2011 (Serial 191):
        The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time –

        Leave granted for a motion for the third reading of the Bill to be moved forthwith.
        On the motion of the Minister for Justice and Attorney-General (Mr Knight) the Bill was read a third time and passed to be a proposed law.

    8. GEARING UP FOR GROWTH – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
        The Order of the Day having been read for the resumption of debate on the question - That the Assembly take note of the Statement -

        Extension of time: On the motion of the Member for Fannie Bay (Mr Gunner) the Member for Arnhem (Ms McCarthy) was granted an extension of time, pursuant to Standing Order 77.

        That, the NT Government be condemned for its failure to provide planning for the future of the extractive industries in the future development of the Northern Territory.

    15. BAGOT COMMUNITY LIVING CONDITIONS – MOTION NEGATIVED:
        The Member for Fong Lim (Mr Tollner), pursuant to notice, moved - That this Assembly condemns the Henderson Labor government for its failure to:

        (a) control crime, anti-social behaviour and the consumption of alcohol inside the Bagot community;

        (b) deliver on their election commitment to construct and man a police post within Bagot community; and

        (c) deliver any meaningful plan to address the atrocious living conditions endured by people living at the Bagot community.

        The Member for Goyder (Ms Purick), moved – That consideration of the notice of motion relating to Mental Health Care, be postponed until a later hour.

    17. CRIME AND ANTI-SOCIAL BEHAVIOUR AT CASUARINA SHOPPING CENTRE – MOTION:
        The Member for Sanderson (Mr Styles), pursuant to notice, moved –

        That the Northern Territory Government be condemned for its failures to address crime and anti-social behaviour at Casuarina Shopping Centre and its failures to provide a safe environment for Territorians who wish to go shopping at Casuarina shopping centre.
