1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

3. MINISTERIAL REPORTS:
      Ghan Derailment 2006: The Chief Minister (Ms Martin) reported on the Ghan derailment at Ban Ban Springs in 2006 and a level crossing safety assessment program.
      Ms Carney responded.
      Mr Wood responded.
      Ms Martin replied.

      Health Expenditure since 2001 and Allied Programs: The Minister for Health (Dr Burns) reported on health funding since 2001 and public health programs.
      Dr Lim responded.
      Dr Burns replied.

      Red Centre Way, Sealing: The Chief Minister (Ms Martin) reported on the sealing of the Red Centre Way road.
      Mrs Miller responded.
      Ms Martin replied.

      Indigenous Tourism Experiences: The Minister for Tourism (Mr Henderson) reported on the development of new and innovative indigenous tourism experiences in the Territory under the umbrella of Tourism NT.
      Mrs Miller responded.

4. LEGAL PROFESSION (CONSEQUENTIAL AMENDMENTS) BILL 2007 (Serial 89):
      The Minister for Justice and Attorney-General (Mr Stirling), pursuant to notice, presented a Bill for an Act to amend various Acts consequent on the enactment of the Legal Profession Act 2006.
      Bill read a first time.
      Mr Stirling moved - That the Bill be now read a second time.
      Debate ensued.
      Explanatory Statement: Mr Stirling laid on the Table the following Paper -
Legal Profession (Consequential Amendments) Bill 2007 (Paper 819).

      On the motion of the Member for Araluen (Ms Carney) debate was adjourned.
5. MENTAL HEALTH AND RELATED SERVICES AMENDMENT BILL 2007 (Serial 90):
      The Minister for Family and Community Services (Ms Lawrie), pursuant to notice, presented a Bill for an Act to amend the Mental Health and Related Services Act.
      Bill read a first time.
      Ms Lawrie moved - That the Bill be now read a second time.
      Debate ensued.
      Explanatory Statement: Ms Lawrie laid on the Table the following Paper -

      Extension of time: On the motion of the Member for Daly (Mr Knight) the Member for Goyder (Mr Warren) was granted an extension of time, pursuant to Standing Order 77.

12. PROGRESS REPORT ON SUBSTANCE ABUSE - SELECT COMMITTEE ON SUBSTANCE ABUSE IN THE COMMUNITY - REPORT NOTED:
      The Chairman of the Substance Abuse Committee (Ms Anderson) made a progress report relating to the progress of the Committee's inquiry reference into substance abuse, legal or illegal, including: community concerns; trends in use; social and economic effects; services available, and general factors involved in substance abuse.
      Ms Anderson moved - That the Assembly take note of the Report.

13. ACHIEVING BETTER EDUCATIONAL OUTCOMES - MINISTERIAL STATEMENT - MOTION TO NOTE STATEMENT:
      The Minister for Employment, Education and Training (Mr Henderson) made a statement relating to educational outcomes and achievements in Territory schools and remote communities.
      Mr Henderson moved - That the Assembly take Note of the Statement.
      Debate ensued.
      On the motion of the Minister for Local Government (Mr McAdam) debate was adjourned.
