    1. MEETING:
    The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

    2. PRAYERS.

    3. VISITORS:
        The Speaker advised Members of the presence in the public galleries of St Francis of Assisi School students accompanied by Mrs Margie Talbot, Miss Nabila Nadeem and Miss Veronica Niland.

        On behalf of all Members the Speaker extended a warm welcome to the visitors.
    4. HOUSING AND OTHER LEGISLATION AMENDMENT BILL 2011 (Serial 177):
        The Minister for Public and Affordable Housing (Dr Burns), pursuant to notice, presented a Bill for an Act to amend the Housing Act, and for related purposes.
        Bill read a first time.
        Dr Burns moved – That the Bill be now read a second time.
        Debate ensued.
        Paper tabled: Dr Burns laid on the Table the following Paper –
    Explanatory Statement, Housing and Other Legislation Amendment Bill 2011 (Paper 1524).

        On the motion of the Member for Blain (Mr Mills) debate was adjourned.

    5. EVIDENCE (NATIONAL UNIFORM LEGISLATION) BILL 2011 (Serial 172):
        The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time –

        Leave granted for a motion for the third reading of the Bill to be moved forthwith.
        On the motion of the Minister for Justice and Attorney-General (Ms Lawrie) the Bill was read a third time and passed to be a proposed law.

    6. ALCOHOL REFORMS, PROGRESS – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
        The Order of the Day having been read for the resumption of debate on the question – That the Assembly take note of the Statement –

        Extension of time: On the motion of the Member for Johnston (Dr Burns) the Member for Stuart (Mr Hampton) was granted an extension of time, pursuant to Standing Order 77.

      11. COUNCIL OF TERRITORY CO-OPERATION, ANIMAL WELFARE GOVERNANCE SUBCOMMITTEE, FINAL REPORT – REPORT TABLED – REPORT NOTED:
          The Chair of the CTC Animal Welfare Governance Sub-Committee (Ms Walker), by leave, presented the Final Report of the Animal Welfare Governance Sub-Committee of the Council of Territory Co-Operation, dated October 2011 (Paper 1533).
          Ms Walker made a statement relating thereto.
          Ms Walker moved – That the Report be Printed.

      12. INDIGENOUS DEVELOPMENT, STRONG FAMILIES, STRONG COMMUNITIES – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
          The Minister for Indigenous Affairs (Ms McCarthy) made a statement relating to Indigenous Development through Strong Families and Strong Communities.
          Ms McCarthy moved – That the Assembly take note of the Statement.

      13. LIVE CATTLE EXPORT TRADE, RESPONSE – MOTION AGREED TO:
          The Member for Fong Lim (Mr Tollner), pursuant to notice, moved - That, this Assembly –

          (a) call upon the Gillard Government to remove Senator Joe Ludwig from the Agriculture portfolio for his incompetent handling of issues pertaining to the NT live cattle export trade; and

          (b) condemn the Gillard Government for an ill considered and poorly executed response to issues arising in the NT live cattle export industry.

          Debate ensued.

      14. BAGOT COMMUNITY SUBURB – MOTION AGREED TO:
          The Member for Fong Lim (Mr Tollner), pursuant to notice, moved - That, the Northern Territory Government immediately action its plan to develop the land known as the “Bagot Community” and create a beautiful new suburb to house some of the existing residents of the Bagot Community, first homeowners and other home buyers.
          Debate ensued.

      15. ALICE SPRINGS LAW AND ORDER ISSUES – MOTION:
          The Member for Greatorex (Mr Conlan), pursuant to notice, moved - That, the Northern Territory Government recognise its failures to address Law and Order issues in Alice Springs during the summer of 2010/2011 and therefore –
          (a) treat the summer of 2011/2012 in Alice Springs as a known and emerging crime hotspots; and

          (b) put in place a comprehensive law and order strategy to combat such known and emerging crime hotspots.

          Debate ensued.

      16. ADJOURNMENT, Automatic:
