Minutes of Proceedings - 2011-10-25

    1. MEETING:
        The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

    2. PRAYERS.

    3. VISITORS:
        The Speaker advised Members of the presence in the public galleries of Palmerston Senior College Special Education Centre students accompanied by Miss Eleonore Simpson.

        On behalf of all Members the Speaker extended a warm welcome to the visitors.

    4. PAIRS:
        The Speaker advised Members of the following Pair arrangements for 25 October 2011 and tabled the documentation accordingly –
    The Member for Karama (Ms Lawrie) with the Member for Port Darwin (Mr Elferink) – period 10.30am to 12 Noon, 25 October 2011 (Paper 1519);

    The Member for Wanguri (Mr Henderson) with the Member for Sanderson (Mr Styles) – period 5pm to 7.30pm, 25 October 2011 (Paper 1520); and
      The Member for Daly (Mr Knight) with the Member for Blain (Mr Mills) – period 6pm to 11pm, 25 October 2011 (Paper 1521).

      5. STATUTE LAW (MISCELLANEOUS PROVISIONS) BILL 2011 (Serial 183):
          The Chief Minister (Mr Henderson), by leave, presented a Bill for an Act to amend miscellaneous provisions in legislation of the Territory.
          Bill read a first time.
          Mr Henderson moved – That the Bill be now read a second time.
          Debate ensued.
          Paper tabled: Mr Henderson laid on the Table the following Paper –
      Explanatory Statement, Statute Law (Miscellaneous Provisions) Bill 2011 (Paper 1522).

          On the motion of the Member for Blain (Mr Mills) debate was adjourned.

            The Order of the Day having been read for the resumption of debate for further consideration of the Bill in Committee of the Whole, suspended earlier this day – On the question that the Bill as a Whole be agreed to -
            The Assembly again resolved itself into Committee of the Whole for further consideration of the Bill.

        10. GROWING OUR OWN WORKFORCE – STATEMENT NOTED:
            The Minister for Health (Mr Vatskalis) made a statement relating to growing the Territory workforce.
            Mr Vatskalis moved – That the Assembly take note of the Statement.

            Suspension of Member: The Member for Greatorex (Mr Conlan) having previously been warned by the Speaker about his unruly interjections and then having continued to loudly interject -
            The Speaker (Mrs Aagaard) thereupon ordered the Member for Greatorex (Mr Conlan) to withdraw from the Chamber for a period of one hour, pursuant to Standing Order 240A, effective from 4.54pm.
            Accordingly the Member for Greatorex (Mr Conlan) withdrew from the Chamber.

            The Speaker advised the Assembly the Member for Port Darwin (Mr Elferink) had proposed the following definite Matter of Public Importance for discussion this day:

                the state of Northern Territory Economy.
            The proposed discussion having received the necessary support –
