    1. MEETING:
    The Assembly met at 10am. The Speaker, the Honourable Kezia Purick, took the Chair.

        The Speaker advised Members of the presence in the public galleries of Palmerston Christian School Year 8 students accompanied by Mrs Ana Abbott.
        On behalf of all Members the Speaker extended a warm welcome to the visitors.

        The Leader of Government Business (Mr Elferink) asked that further questions be placed on the Written Question Paper.

        Answer to question: The Minister for Mines and Energy (Mr Westra van Holthe) provided an answer to a question asked by the Member for Nelson (Mr Wood) on 25 October 2012 relating to the Mt Todd Gold Mine.
    5. LEAVE OF ABSENCE – MINISTER FOR BUSINESS (MR CHANDLER) – MOTION AGREED TO:
        The Leader of Government Business (Mr Elferink) moved - That leave of absence be granted to the Minister for Business (Mr Chandler) from 12 Noon today to the close of business of the Assembly, 31 October 2012.

    6. POLICE ADMINISTRATION AMENDMENT BILL 2012 (Serial 4):
        The Minister for Police, Fire and Emergency Services (Mr Mills), pursuant to notice, presented a Bill for an Act to amend the Police Administration Act.
        Bill read a first time.
        Mr Mills moved – That the Bill be now read a second time.
        Debate ensued.

    7. PLANNING AMENDMENT BILL 2012 (Serial 6):
        The Minister for Lands Planning and the Environment (Mr Mills), pursuant to notice, presented a Bill for an Act to amend the Planning Act.
        Bill read a first time.
        Mr Mills moved – That the Bill be now read a second time.
        Debate ensued.

    8. THREE HUB ECONOMY – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
        The Chief Minister (Mr Mills) made a statement relating to the development of a Three Hub Economy to ensure the Territory was not dependent on individual projects to keep the economy strong.
        Mr Mills moved – That the Assembly take note of the Statement.

    9. CONDOLENCE – ARTHUR ALEXANDER ‘SAUS’ GRANT – MOTION AGREED TO:
        The Chief Minister (Mr Mills), by leave, moved – That this Assembly:

        (a) express its condolences at the passing of Arthur Alexander ‘Saus’ Grant a leading police officer, great family man and well respected Territorian; and
        (b) offer our profound sympathy to his family and friends.

        The Chief Minister (Mr Mills) thereupon addressed the motion.
        Debate ensued.

        Motion agreed to.

        As a mark of respect Members stood in their places for one minute, in silence.

    10. STATEMENT BY TREASURER – PAWA CORPORATION BOARD:
        The Treasurer (Mrs Lambley), by leave, made a statement relating to the composition of the PAWA Corporation Board and Board Chair.

    11. NOTICES:
        The following notices were given –
        Mr Elferink: To present the Criminal Code Amendment (Violent Act Causing Death) Bill 2012 (Serial 3).

        Mr Elferink: To move – That so much of Standing Orders be suspended as would prevent the Criminal Code Amendment (Violent Act Causing Death) Bill 2012 (Serial 3) passing through all stages in the first week of the November/December 2012 parliamentary sittings period.

        Mr Giles: To present the Animal Welfare Amendment Bill (No. 2) 2012 (Serial 9).
    12. THREE HUB ECONOMY – MINISTERIAL STATEMENT – STATEMENT NOTED:
        The Order of the Day having been read for the resumption of debate, suspended earlier this day, on the question - That the Assembly take note of the Statement –

        Extension of time: On the motion of the Member for Fong Lim (Mr Tollner) the Member for Greatorex (Mr Conlan) was granted an extension of time, pursuant to Standing Order 77.

        The Speaker laid on the Table the Auditor-General's October 2012 Report to The Legislative Assembly (Paper 65).
        Mr Elferink moved – That the Report be printed.

        Mr Elferink, on behalf of and at the request of the Chief Minister (Mr Mills), moved – That the Assembly take note of the Report and leave be granted to Mr Mills continue his remarks at a later hour.
