Minutes of Proceedings - 2012-02-22

    1. MEETING:
        The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

    2. PRAYERS.

    3. VISITORS:
        The Speaker advised Members of the presence in the public galleries of Gray Primary School Year 4/5 students accompanied by Ms Stewart.

        On behalf of all Members the Speaker extended a warm welcome to the visitors.

    4. BUSINESS NAMES (NATIONAL UNIFORM LEGISLATION) IMPLEMENTATION BILL 2012 (Serial 199):
        The Minister for Justice and Attorney-General (Mr Knight), pursuant to notice, presented a Bill for an Act to provide for the implementation of a national law relating to the registration and use of business names.
        Bill read a first time.
        Mr Knight moved – That the Bill be now read a second time.
        Debate ensued.
        Paper tabled: Mr Knight laid on the Table the following Paper –
    Explanatory Statement, Business Names (National Uniform Legislation) Implementation Bill 2012 (Paper 1724).

    5. WORKERS REHABILITATION AND COMPENSATION LEGISLATION AMENDMENT BILL 2012 (Serial 200):
        The Minister for Justice and Attorney-General (Mr Knight), pursuant to notice, presented a Bill for an Act to amend the Workers Rehabilitation and Compensation Act and Workers Rehabilitation and Compensation Regulations.
        Bill read a first time.
        Mr Knight moved – That the Bill be now read a second time.
        Debate ensued.

    6. HOSPITAL NETWORKS GOVERNING COUNCILS BILL 2012 (Serial 201):
        The Minister for Health (Mr Vatskalis), pursuant to notice, presented a Bill for an Act to establish hospital networks in the Territory, and governing councils for those networks.
        Bill read a first time.
        Mr Vatskalis moved – That the Bill be now read a second time.
        Debate ensued.

    7. MENTAL HEALTH AND RELATED SERVICES AMENDMENT BILL 2011 (Serial 189):
        The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time –

    12. MENTAL HEALTH CARE ACROSS THE TERRITORY – MOTION NEGATIVED:
        The Member for Goyder (Ms Purick), pursuant to notice, moved - That the Northern Territory Government be condemned for its lack of resources and priority to mental health care across the Territory with reference to the following
        (a) lack of research in mental health care;
        (b) lack of policies addressing women’s health and mental health; and
        (c) lack of resources to support women’s health centres including emergency support accommodation.

    13. INDIGENOUS AFFAIRS, FAILURES – NOTICE OF MOTION CONSIDERATION POSTPONED:

    14. STORMWATER DRAINS, CLEANING TO MITIGATE FLOODING AROUND DARWIN – MOTION NEGATIVED:
        The Member for Fong Lim (Mr Tollner), pursuant to notice, moved - That this Assembly urges the Henderson Labor government to immediately clean stormwater drains in order to mitigate flooding around Darwin.

    15. YOUNG TERRITORIANS AND THE FAMILIES OF YOUNG TERRITORIANS – MOTION NEGATIVED:
        The Member for Sanderson (Mr Styles), pursuant to notice, moved - That the Northern Territory Government be condemned for its failure to address the concerns of young Territorians and the families of young Territorians.
