Minutes of Proceedings - 2008-06-12

1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

2. PRAYERS.
      Visitors: The Speaker advised Members of the presence in the public Gallery of Year 8, 9 and 10 Essington School students accompanied by Ms Zara O'Connor and extended a warm welcome to the visitors.

3. MINISTERIAL REPORTS:
      Australian Hotel Association, Conference: The Minister for Alcohol Policy (Dr Burns) reported on the Annual AHA Conference and Trade Expo and Awards night.
      Mr Mills responded.
      Dr Burns replied.

      Motor Sport Events, Crusty Demons: The Minister for Sport and Recreation (Mr Bonson) reported on the conduct of the Crusty Demons motorcycle event on 31 May 2008.
      Mr Conlan responded.
      Mr Wood responded.
      Mr Bonson replied.

      Leprosarium Memorial, East Arm: The Minister for Natural Resources, Environment and Heritage (Mr Kiely) reported on the opening of a memorial to the former East Arm Leprosarium on its old site at East Arm.
      Mrs Miller responded.
      Mr Wood responded.
      Mr Kiely replied.

4. JUSTICE LEGISLATION AMENDMENT BILL 2008 (Serial 153):
      The Minister for Justice and Attorney-General (Dr Burns), pursuant to notice, presented a Bill for an Act to amend various legislation administered by the Minister for Justice and Attorney-General.
      Bill read a first time.
      Dr Burns moved - That the Bill be now read a second time.
      Debate ensued.

5. CLASSIFICATION OF PUBLICATIONS, FILMS AND COMPUTER GAMES AMENDMENT BILL 2008 (Serial 154):
      The Minister for Justice and Attorney-General (Dr Burns), pursuant to notice, presented a Bill for an Act to amend the Classification of Publications, Films and Computer Games Act, and for related purposes.
      Bill read a first time.
      Dr Burns moved - That the Bill be now read a second time.
      Debate ensued.

15. DEPARTMENT OF THE LEGISLATIVE ASSEMBLY'S PORTFOLIO BUDGET STATEMENT 2008/2009 - PAPER TABLED:
      The Speaker (Mrs Aagaard) laid on the Table the Department of the Legislative Assembly's Portfolio Budget Statement (PBS) 2008/2009 (Paper 1339).

16. REPORT ON SPECIFIC PURPOSE PAYMENTS FROM THE COMMONWEALTH TO THE NORTHERN TERRITORY, REPORT NUMBER 44 - PUBLIC ACCOUNTS COMMITTEE - REPORT PRINTED - REPORT TABLED - REPORT NOTED:
      The Chairman of the Public Accounts Committee (Mr Burke) Tabled the 44th Report on Specific Purpose Payments from the Commonwealth to the Northern Territory, June 2008 (Paper 1340).
      Mr Burke moved - That the Assembly print the Report.

17. SPORTS, DELIVERING FOR TERRITORY FAMILIES AND INVESTING IN THE FUTURE - MINISTERIAL STATEMENT - STATEMENT NOTED:
      The Minister for Sport and Recreation (Mr Bonson) made a statement relating to sport and recreation programs being delivered to Territorians.
      Mr Bonson moved - That the Assembly take note of the Statement.
      Extension of time: On the motion of the Member for Brennan (Mr Burke) the Member for Nelson (Mr Wood) was granted an extension of time, pursuant to Standing Order 77.
