The Assembly met at 10am. The Speaker, the Honourable Kezia Purick, took the Chair.

5. MINI-BUDGET 2012/2013 – MOTION TO NOTE STATEMENT AND PAPER:
      The Order of the Day having been read for the resumption of debate on the question – That the Assembly take note of the Statement and Paper –
      At 11am the Leader of the Opposition (Ms Lawrie), pursuant to resolution, was given the call by the Speaker to deliver her response to the Mini Budget 2012/2013.
      Debate ensued.

6. REVENUE AND OTHER LEGISLATION AMENDMENT BILL 2012 (Serial 17):
      Suspension of Standing Orders – Pass Bill through all stages: The Treasurer (Mrs Lambley), pursuant to notice, moved - That so much of Standing Orders be suspended as would prevent the Revenue and Other Legislation Amendment Bill 2012 (Serial 17) passing through all stages this sittings period.
      Question – put and passed.
7. BAIL AMENDMENT BILL 2012 (Serial 13) AND DOMESTIC AND FAMILY VIOLENCE AMENDMENT BILL 2012 (Serial 14):
      Suspension of Standing Orders: The Attorney-General and Minister for Justice (Mr Elferink), pursuant to notice, moved –
      That so much of the Standing Orders be suspended as would prevent Bills titled Bail Amendment Bill 2012 (Serial 13) and Domestic and Family Violence Amendment Bill 2012 (Serial 14) -
          (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings; the committee’s report stage; and the third readings of the Bills together; and

          (b) the consideration of the Bills separately in the committee of the whole.

8. REORDER OF BUSINESS – CALL ON REVENUE AND OTHER LEGISLATION AMENDMENT BILL 2012:
      The Leader of Government Business (Mr Elferink) moved - That Government Business, Orders of the Day relating to the Revenue and Other Legislation Amendment Bill 2012 (Serial 17) be called on forthwith.

9. REVENUE AND OTHER LEGISLATION AMENDMENT BILL 2012 (Serial 17):

10. BAIL AMENDMENT BILL 2012 (Serial 13) AND DOMESTIC AND FAMILY VIOLENCE AMENDMENT BILL 2012 (Serial 14):
      The Attorney-General and Minister for Justice (Mr Elferink), pursuant to resolution passed earlier this day, presented a Bill for an Act to amend the Bail Act and a Bill for an Act to amend the Domestic and Family Violence Act.

11. JUSTICE LEGISLATION AMENDMENT (AGE OF RETIREMENT) BILL 2012 (Serial 15):
      The Attorney-General and Minister for Justice (Mr Elferink), pursuant to notice, presented a Bill for an Act to amend the Director of Public Prosecutions Act, the Law Officers Act, the Magistrates Act and the Supreme Court Act in relation to the age of retirement of certain statutory office holders.

16. CHAMBERS BAY AND FINKE BAY CLOSURE TO COMMERCIAL BARRAMUNDI FISHERS – MOTION NEGATIVED:
      The Member for Nelson (Mr Wood), pursuant to notice, moved - That the Government makes no final decision on the closure of Chambers Bay and Finke Bay to commercial barramundi fishers until the Shared Resource Framework has been finalised by Government and used to evaluate in a transparent manner the costs/benefits of such a closure.

17. PUBLIC SERVICE JOB LOSSES – MOTION NEGATIVED:
      The Member for Nhulunbuy (Ms Walker), pursuant to notice, moved - That the Chief Minister explain to the Northern Territory’s Public Servants why he said before the election that:

      There would be “no public service jobs lost under a Country Liberals Government”, and why after the election he said he would “support and strengthen the Northern Territory Public Service”, when he has done just the opposite and sacked valuable and hard-working public servants, made others fearful for their jobs and put services at risk for Territorians; and

      The Chief Minister now tell Territorians exactly how many more NTPS jobs he intends to slash.

18. EAST POINT HERITAGE PRESERVATION – MOTION:
      The Member for Fannie Bay (Mr Gunner), pursuant to notice, moved - That the Assembly recognize –

      (a) the unique environmental and heritage values of Darwin's harbour;

      (b) that the special places like East Point help define Darwin as an extraordinary city to live in and make our place a pleasure for people to visit;

      (c) Parliament must:
          protect the natural beauty and heritage values of East Point
          preserve the environmental values of Ludmilla Creek
          safeguard the ecologically important mangrove areas of Coconut Grove; and

      (d) these special places are at risk under the CLP’s new Planning Commission.
