Minutes of Proceedings - 2005-10-12

1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

2. PRAYERS.

3. CONDOLENCE - MR RODERICK CARSON OLIVER - MOTION AGREED TO:
      The Chief Minister (Ms Martin), by leave, moved - That this Assembly express its deep regret at the death of Mr Roderick (Rod) Oliver, a Member of the Legislative Assembly from 1977 until 1980; place on record its appreciation of his service to the people of the Northern Territory; and tender its profound sympathy to his family.

      Ms Martin thereupon addressed the Assembly.

      Visitors: The Speaker advised Members of the presence in the Public Galleries of students from the Batchelor Area School accompanied by Ms Susan Luong-Van, Ms Jan Thompson, Mr David Cunningham and Mr Bill Bean.
      On behalf of all Members the Speaker extended a warm welcome to the visitors.

4. MINISTERIAL REPORTS:

      BIMP-EAGA Ministerial Conference, Brunei, September 2005: The Chief Minister (Ms Martin) reported on her attendance at the BIMP-EAGA ministerial conference last month and the Territory's attainment of Development Partner Status representation together with the launch of our Business Portal.
      Mr Mills responded thereto.

      School Infrastructure Upgrades: The Treasurer (Mr Stirling) reported on the rolling-out of Capital Works programs for schools and upgrade of school infrastructure and future needs.
      Mr Mills responded thereto.
      Mr Stirling responded accordingly.

      Nurse Recruitment Strategies: The Minister for Health (Dr Toyne) reported on the Health Department's Nurse Recruitment Program, including General Ward nurses, Remote Area nurses, and nurse retention rates.
      Ms Carney responded thereto.
      Dr Toyne responded accordingly.

      Ministerial Reports noted, pursuant to Sessional Order.

5. STATUTE LAW REVISION BILL 2005 (Serial 24):
      The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to revise and correct the law of the Territory in minor respects.
      Bill read a first time.
      Dr Toyne moved - That the Bill be now read a second time.
      Debate ensued.
      Paper tabled: Dr Toyne laid on the Table the following Paper -
Explanatory Statement, Statute Law Revision Bill 2005 (Serial 24) (Paper 224).

      On the motion of the Member for Araluen (Ms Carney) debate was adjourned.
6. STREHLOW RESEARCH CENTRE BILL 2005 (Serial 21):
      The Minister for Arts and Museums (Ms Scrymgour), pursuant to notice, presented a Bill for an Act to establish the Strehlow Research Centre and the Strehlow Research Centre Board, and for related purposes.
      Bill read a first time.
      Ms Scrymgour moved - That the Bill be now read a second time.
      Debate ensued.

7. CRIMINAL CODE AMENDMENT (CRIMINAL RESPONSIBILITY REFORM) BILL (No. 2) 2005 (Serial 7):
      The Order of the Day having been read for the resumption of debate on the question - That the Bill be now read a second time -

      Leave granted for a motion for the third reading of the Bill to be moved forthwith.
      On the motion of the Minister for Justice and Attorney-General (Dr Toyne) the Bill was read a third time and passed to be a proposed law.

      Visitors: The Speaker advised Members of the presence of guests in the Speaker's Gallery as part of the Business Week visitation program of the Assembly.

      The Minister for Mines and Energy (Mr Vatskalis) made a statement relating to work in progress cleaning up the Mt Todd Mine Site.
      Mr Vatskalis moved - That the Assembly take note of the Statement.

11. SPORT AND RECREATION FOR THE TERRITORY - MINISTERIAL STATEMENT - STATEMENT NOTED:
      The Minister for Sport and Recreation (Ms Lawrie) made a statement relating to substantial Territory sporting achievements; establishment of sporting infrastructure; and important new initiatives to create recreation centres in major population centres and remote communities of the Territory.
      Ms Lawrie moved - That the Assembly take note of the Statement.
      Debate ensued.
