1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

2. PRAYERS.

3. PETITIONS:
      Responses to Petitions: The Clerk, pursuant to Standing Order 100A, laid on the Table the response to Petition No. 68 requesting a halt to forced amalgamation of Councils. (Paper 1321)

      The Clerk advised the Assembly the text of the response would be incorporated in the Hansard record.

4. GENERAL BUSINESS DAY NOMINATION:
      The Leader of Government Business (Ms Lawrie), on behalf of the Chief Minister, nominated 20 August 2008 as the next day on which precedence would be given to General Business, pursuant to Standing Order 93.

5. MINISTERIAL REPORTS:
      Indigenous Police Officers, Graduations: The Minister for Indigenous Policy (Ms Scrymgour) reported on the graduation of indigenous Police Officers.
      Mr Mills responded.
      Mrs Braham responded.
      Mrs Scrymgour replied.

      Land Use Framework, Alice Springs: The Minister for Planning and Lands (Ms Lawrie) reported on an Alice Springs forum conducted with business and community groups to guide development and growth of the Alice Springs township.

      Ms Lawrie replied.

      Indigenous Tourism and Cultural Businesses: The Minister for Tourism (Mr Vatskalis) reported on Tourism NT promotion and development of indigenous tourism and cultural experiences for tourists in the Territory.

      Mr Vatskalis replied.

      Ministerial Reports noted, pursuant to Standing Orders.

6. NEXT MEETING - MOTION AGREED TO:
      The Leader of Government Business (Ms Lawrie), pursuant to notice, moved - That, the Assembly at its rising on 12 June 2008 adjourn until 4.30 pm on Friday 20 June 2008, or such other time as notified by the Speaker, with one hour’s notice being given to Government and Opposition Whips and Members by the Speaker, or such other time and/or date as may be advised by the Speaker pursuant to Sessional Order.

    9. CRIMINAL CODE AMENDMENT (HIT AND RUN AND OTHER ENDANGERMENT OFFENCES) BILL 2008 (Serial 155):
        The Minister for Justice and Attorney-General (Dr Burns), pursuant to notice, presented a Bill for an Act to amend the Criminal Code.
        Bill read a first time.
        Dr Burns moved - That the Bill be now read a second time.
        Debate ensued.
        Paper tabled: Dr Burns laid on the Table the following Paper -
    Explanatory Statement, Criminal Code Amendment (Hit and Run and Other Endangerment Offences) Bill 2008 (Paper 1322).

    10. JABIRU TOWN DEVELOPMENT AMENDMENT BILL 2008 (Serial 152):
        The Minister for Local Government (Mr Knight), by leave, pursuant to notice, presented a Bill for an Act to amend the Jabiru Town Development Act, and for other purposes.
        Bill read a first time.
        Suspension of Standing Orders - pass Bill through all stages: The Minister for Local Government (Mr Knight), pursuant to notice, moved - That so much of Standing Orders be suspended as would prevent a Bill entitled Jabiru Town Development Amendment Bill 2008 (Serial 152) passing through all stages at this sittings.

        On the motion of the Minister of Infrastructure and Transport (Ms Lawrie) the following amendment was agreed to -
        Omit from Clause 3, definition of "code of conduct" and insert in its stead -
            "code of conduct means the code of conduct for transit officers established by general order issued by the Director under section 4A.".
        Clause 3, as amended, agreed to, after debate.
        Clause 4, as printed, agreed to.
        New Clause 4A.
        On the motion of the Minister of Infrastructure and Transport (Ms Lawrie) the following new clause 4A was inserted in the Bill, after clause 4 -

            "4A General orders
                  The Director may, by Gazette notice, issue general orders:

                  (a) to establish proper standards of behaviour for transit officers; or

                  (b) for other purposes related to the administration of this Act.

                  Note

                  The code of conduct for transit officers is to be established by general order issued under this section. ".
          Clauses 5 to 8, by leave, taken together and agreed to.

          On the motion of Ms Lawrie the following amendment was agreed to.
          Omit from proposed Clause 9(3) "may" and insert "must".
            Clause 9, as amended, agreed to.

            Remainder of the Bill, by leave, taken as a whole and agreed to, after debate.
            Bill to be reported with amendments.
