1. MEETING:
      The Assembly met at 10am, pursuant to resolution of the Assembly dated 10 August 2009.
      And the Assembly having met to give precedence to a notice of motion expressing no confidence in the government given on 10 August 2009 by the Leader of the Opposition (Mr Mills), pursuant to section 24(1)(a) of the Electoral Act:
      The Speaker, the Honourable J. L. Aagaard, took the Chair.

      4. STATEMENT BY SPEAKER:
          The Speaker (Mrs Aagaard) informed Members that:
      Her permission had been granted for ABC TV, ABC Radio, Channel 9 and NT News to broadcast, film, and take photographs of debate on the motion expressing no confidence in the government today;
        The Assembly was called together this day to give precedence to a notice of motion expressing no confidence in the government given on 10 August 2009 by the Leader of the Opposition (Mr Mills), pursuant to section 24(1)(a) of the Electoral Act; and

        All Members are requested to adhere to the requirements of Standing Orders 62, 63 and 64 in regard to the standard of parliamentary rules of debate required.
          5. ELECTORAL ACT - MOTION EXPRESSING NO CONFIDENCE IN THE GOVERNMENT – MOTION NEGATIVED:
              The Leader of the Opposition (Mr Mills), pursuant to notice, moved - That the Assembly, pursuant to section 24(1)(a) of the Electoral Act, express "that the government no longer possesses the confidence of the Assembly".
              Debate ensued.

              Extension of time: On the motion of the Leader of Government Business (Dr Burns) the Chief Minister (Mr Henderson) was granted an extension of time, pursuant to Standing Order 77.
              Debate continued.

              Extension of time: On the motion of the Leader of Government Business (Dr Burns) the Member for Nelson (Mr Wood) was granted an extension of time, pursuant to Standing Order 77.
              Debate continued.
              Paper tabled: The Member for Nelson (Mr Wood), by leave, laid on the Table the following Paper -
          Agreement and Appendix A between Chief Minister (Mr Henderson) and the independent Member for Nelson (Mr Wood), dated 14 August 2009 re support of the Chief Minister (Mr Henderson) and his Labor Government (Paper 458).

              Extension of time: On the motion of the Leader of Government Business (Dr Burns) the Treasurer (Ms Lawrie) was granted an extension of time, pursuant to Standing Order 77.
