Minutes of Proceedings - 2007-05-01

1. MEETING:
      The Assembly met at 10am, pursuant to resolution of the Assembly, dated Thursday 19 April 2007. The Speaker, the Honourable J. L. Aagaard, took the Chair.
2. PRAYERS.

3. MESSAGE FROM THE ADMINISTRATOR No. 17:
      The Speaker advised Members of receipt of the following Message from His Honour the Administrator:
Message No. 17 – Recommending Appropriation Bill 2007/2008

I, EDWARD JOSEPH EGAN, the Administrator of the Northern Territory of Australia, under section 11 of the Northern Territory (Self-Government Act) 1978 of the Commonwealth, recommend to the Legislative Assembly a Bill for an Act to authorise the issuing and expending of public moneys of the Territory for the year ending 30 June 2008.

5. ROUTINE OF BUSINESS, ORDER OF BUSINESS - MOTION AGREED TO:
      The Leader of Government Business (Mr Henderson) moved - That the Routine of Business of the Assembly, General Business - Notices and Orders of the Day, be rearranged or suspended, if a question or debate is before the Chair, so as to permit a response to the Budget 2007/2008 by the Leader of the Opposition at 11am on Wednesday 2 May 2007.

6. PETITION:
      The Member for Wanguri (Mr Henderson) presented petition No. 60, not conforming with Standing Orders, from 60 petitioners requesting an operational investigation into the administration of the Batchelor Area School. (Paper 869)

7. MINISTERIAL REPORTS:
      WorkChoices Legislation: The Chief Minister (Ms Martin) reported on the Federal Opposition Leader's response to WorkChoices legislation.
      Ms Carney responded.
      Mr Wood responded.
      Ms Martin replied.

      Women's Working Centre: The Minister for Women's Policy (Ms Scrymgour) reported on work related matters in regional and remote areas.
      Ms Carney responded.
      Mrs Braham responded.
      Ms Scrymgour replied.

      Aboriginal Health Spending Increases, Improved Outcomes: The Minister for Health (Dr Burns) reported on increased health spending by the government and the resultant improved health in regional and remote areas of Aboriginal health care matters.
      Dr Lim responded.
      Mr Wood responded.
      Dr Burns replied.

      NT Sports Awards 2007: The Minister for Sport and Recreation (Mr Vatskalis) reported on the conduct of the NT Sports Awards 2007.

      The Order of the Day having been read for the resumption of debate on the question - That the Assembly take note of the Statement -

9. BROADCAST OF BUDGET SPEECH 2007/2008 - STATEMENT BY SPEAKER:
      The Speaker advised Members that permission had been given for various media to broadcast live or rebroadcast, with sound and vision, the presentation of the Budget 2007/2008 and the Treasurer’s Budget Speech and the Leader of the Opposition's reply:
for TOP FM and Centre-FM radio to broadcast live the presentation of the Budget 2007/2008 and the Treasurer’s Budget Speech and the Leader of the Opposition's reply; and
    the Northern Territory News to take photographs.

        Visitors: The Speaker advised Members of the presence in the galleries of the Under-Treasurer, Ms Jennifer Prince and Treasury Officers and Ms Jenny Djerrkura.
        On behalf of all Members the Speaker extended a warm welcome to the visitors.

    10. APPROPRIATION BILL 2007/2008 (Serial 94):
        The Treasurer (Mr Stirling) presented a Bill for an Act to authorise the issuing and expending of public moneys of the Territory for the year ending 30 June 2008, the subject of His Honour the Administrator’s Message No. 17 notified earlier this day.
        Bill read a first time.
        Mr Stirling moved – That the Bill be now read a second time.

    11. NOTICES:

        Mr Wood: To move - That,
                the NT Government amend part VA of the Traffic Act which deals with the impounding and forfeiture of motor vehicles for certain offences, specifically to allow -
    the confiscation of a vehicle for 48 hours if an offender has been found guilty of a first prescribed driving offence;
      on application to the local court the impoundment of a vehicle for up to 3 months if an offender has been found guilty of a second prescribed driving offence; and
        on application to the local court, the forfeiture of a vehicle if an offender has been guilty of a third prescribed driving offence.

        14. POWER AND WATER CORPORATION STATEMENT OF CORPORATE INTENT 2007/2008 - PAPER TABLED - PAPER REFERRED TO GOVERNMENT OWNED CORPORATIONS SCRUTINY COMMITTEE:
            The Treasurer (Mr Stirling) laid on the Table the Power and Water Corporation Statement of Corporate Intent 2007/2008 (Paper 872).
            Mr Stirling made a statement relating thereto.
            Mr Stirling moved - That the Power and Water Corporation Statement of Corporate Intent 2007/2008 be referred for consideration by the Government Owned Corporations Scrutiny Committee to be established to examine the 2007/2008 operations of the Power and Water Corporation.
