1. MEETING
The Assembly met at 10am. The Speaker, the Honourable Kezia Purick took the Chair.

2. PRAYERS
    3. VISITORS
        The Speaker advised Honourable Members of the presence in the gallery of Darwin High School Senior Intensive English Unit.

        On behalf of all Members the Speaker extended a warm welcome to the visitors.
    4. SPEAKER'S STATEMENT
        The Speaker made a statement regarding:

        1. Completion of the 2015 Members' Survey; and

        2. Conduct of media in the Press Gallery on 18 November 2015.
    5. NORTH EAST GAS INTERCONNECTOR PIPELINE (SPECIAL PROVISIONS ) BILL 2015 (Serial 143)
        Mr Giles (Chief Minister), pursuant to notice, presented a Bill for an Act to make special provision for the North East Gas Interconnector Pipeline Project.

        Bill read a first time.

        Mr Giles moved - That the Bill be now read a second time.

        Debate ensued.

        Paper Tabled: Mr Giles laid upon the Table the Explanatory Statement (Paper 1535).

        On the motion of Mr Gunner (Member for Fannie Bay) debate was adjourned.
    6. SUSPENSION OF STANDING ORDERS TO PASS A BILL ON URGENCY – MOTION AGREED TO
        Mr Giles (Chief Minister) pursuant to notice, moved – That so much of Standing Orders be suspended as would prevent the North East Gas Interconnector Pipeline (Special Provisions) Bill 2015 (Serial 143) passing through all stages during the December sittings.

        Debate ensued.

        Mr Styles (Minister for Business) made a statement regarding October Business Month.

        Mr Styles moved – That the Assembly take note of the Statement.

    12. PAPER TABLED – ‘ICE’ SELECT COMMITTEE REPORT - BREAKING THE ICE, INQUIRY INTO 'ICE' USE IN THE NORTHERN TERRITORY, NOVEMBER 2015
        Mr Barrett (Chair of the 'Ice' Select Committee) made a statement and laid on the Table – ‘Ice’ Select Committee - Breaking the ‘Ice’, Inquiry into ‘ice’ use in the Northern Territory, November 2015 (Paper 1581).

        Mr Barrett moved – That the paper be printed.

        Question – put and passed.

        Leave was granted for Mr Barrett to continue his remarks at a later time.
    13. MINISTERIAL STATEMENT – OCTOBER BUSINESS MONTH - NOTE STATEMENT
        Resumption of debate on the question – That the Assembly take note of the Statement.

    14. ASSEMBLY ADOPT NEW STANDING ORDERS – MOTION AGREED TO
        Resumption of debate on the question – That the Assembly agree to the new Standing Orders at Annexure A of the report, and that they take effect from 1 December 2015.

        Debate ensued.

        Ms Fyles moved the following amendment –

        After 'adopted' -
          insert

          And, that the Assembly adopt a new Sessional Order as of 1 December which will:

          1. Suspend the operation of Standing Order 117, and

          2. Order that:

          When A Ministerial Statement May be Made

          A Minister may make a statement on:
              1. government policy

              2. a government decision

              3. government action, or

              4. proposed government action
          At any time when there is no question before the Assembly: provided that copies of the statement are distributed to Members by 5 pm the day before the statement is made.

          Such statements when circulated are to be treated with confidence.
