1. MEETING:
The Assembly met at 2pm. The Speaker, the Honourable Kezia Purick took the Chair.

3. RESIGNATION OF FORMER MEMBER FOR WANGURI:
The Speaker again reported her receipt of the resignation of the former Member for Wanguri, Mr Paul Henderson, on 23 January 2013 pursuant to section 18 of the Northern Territory (Self-Government) Act.

4. DISTINGUISHED VISITORS:
      The Speaker advised Member of the presence in the Speaker’s Gallery of —
      Scott McNeill; Gary Manison; Luke Manison; Rose Manison; James Herraman; Jess Herraman and Alice Herraman.
5. STATEMENT BY SPEAKER — FILMING IN THE CHAMBER:
The Speaker advised Members that pursuant to Sessional Order, her permission had been granted to ABC TV, Channel 9 and SKY News to film, with sound, and the NT News to take photographs during the swearing in of the new Member for Wanguri.

6. RETURN TO WRIT—– WANGURI DIVISION:
The Clerk of the Legislative Assembly laid on the Table the Writ issued by Her Honour Sally Thomas, AO, Administrator of the Northern Territory of Australia on 28 January 2013 for the election of one Member of the Legislative Assembly of the Northern Territory for the Division of Wanguri to fill the vacancy caused by the resignation of Mr Paul Raymond Henderson (Paper 237).

By endorsement on the Writ, dated 18 February 2013, it was certified that Nicole Susan Manison had been duly elected on 16 February 2013 as a Member of the Legislative Assembly for the Division of Wanguri.

7. MEMBER SWORN:
The Member for Wanguri, Nicole Susan Manison, was admitted to the Chamber, made and subscribed the Affirmation of Allegiance and of Office and was conducted by her sponsors Ms Lawrie and Mr McCarthy to her place in the Chamber (Paper 238).

        Mr Tollner (Minister for Alcohol Policy) made a statement relating to mandatory alcohol treatment in the Northern Territory.

    15. WOMEN’S POLICY — MINISTERIAL STATEMENT — MOTION TO NOTE STATEMENT:
    Ms Anderson (Minister for Women’s Policy) made a statement relating to the Government’s policy in relation to women.
        Ms Anderson moved — That the Assembly take note of the Statement.

    The Speaker laid on the Table the Auditor-General’s February 2013 Report to the Legislative Assembly (Paper 243).

    Mr Elferink (Leader of Government Business) moved — That the Report be printed.

        Question – put and passed.
    Mr Elferink moved – That the Assembly take note of the Report and sought leave to continue his remarks at a later hour.

    17. ADJOURNMENT:
    Mr Elferink (Leader of Government Business) moved — That the Assembly do now adjourn.

        Statement by Speaker: The Speaker informed Members that the Member for Wanguri was to make her first speech in the Assembly and that Members should afford her the conventional courtesy of hearing her in silence.
