    1. MEETING:
    The Assembly met at 10am. The Speaker, the Honourable Kezia. Purick, took the Chair.

    2. PRAYERS.

    3. VISITORS:
        The Speaker advised Members of the presence in the public gallery of Wulagi Primary School Year 5/6 students accompanied by Ms Jodie Houghton.
        On behalf of all Members the Speaker extended a warm welcome to the visitors.
    4. STATEMENT BY SPEAKER:
        The Speaker advised Members of an interruption to the electronic access to the Daily Hansard transcript.

    6. PUBLIC ACCOUNTS COMMITTEE – INCREASE TO NUMBER OF MEMBERS TO SERVE ON COMMITTEE – MOTION AGREED TO:
        The Leader of Government Business (Mr Elferink), by leave, moved - That, notwithstanding anything contained in Standing Orders, the number of Members to serve on the Public Accounts Committee be increased to six.

    7. LEAVE OF ABSENCE – MEMBER FOR KATHERINE – MOTION AGREED TO:
        The Leader of Government Business (Mr Elferink), by leave, moved – That the Minister for Primary Industry and Fisheries (Mr Westra van Holthe) have leave for the period from 12 Noon today to close of business 25 October 2012.

    8. ALTERATION TO ORDER OF BUSINESS – GENERAL BUSINESS:
        The Member for Fannie Bay (Mr Gunner), by leave, advised the Assembly that with the concurrence of all Members the item of business standing in the name of Mr Wood, General Business, Notices relating to commercial fishing be moved to item Number 4.
    9. ROUTINE OF BUSINESS – MINISTERIAL STATEMENTS CALLED ON – MOTION AGREED TO:
        The Leader of Government Business (Mr Elferink) moved – That so much of Standing Orders be suspended as would prevent the Routine of Business, Ministerial Statements being called on forthwith.

    10. ECONOMIC STATUS OF THE TERRITORY - MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
        The Chief Minister (Mr Mills) made a statement relating to the current economic and business position of the Territory.
        Mr Mills moved – That the Assembly take note of the Statement.

    11. PETITIONS:
        The Member for Fong Lim (Mr Tollner) presented Petition No. 1 from 3630 petitioners requesting that O’Ferrals Rock be declared as a conservation zone (Paper 33).

    12. NOTICES:
        Mr Giles: To present the Rail Safety (National Uniform Legislation)
                Bill 2012 (Serial 5).

        Mr Wood: To move –

                1. That, the government review the future development of the One Mile Dam, Knuckey Lagoon and 15 mile communities; and

                2. That, the review include –
                    (a) any future development plans;

                    (b) existing and future land leasing arrangements;

                    (c) home ownership; and

                    (d) governance including local government; and

                3. That, the review should include views of residents, aboriginal development foundation, relevant housing bodies and all other relevant government agencies and non-government organisations.

        Mr Conlan: To present the Tourism NT Bill 2012 (Serial 8).

        Mr Conlan: To move - That so much of the Standing Orders be suspended as would prevent the Tourism NT Bill 2012 (Serial 8) passing through all stages on Thursday 1 November 2012.
    13. ECONOMIC STATUS OF THE TERRITORY - MINISTERIAL STATEMENT – STATEMENT NOTED:
        The Order of the Day having been read for the resumption of debate, suspended earlier this day, on the question – That the Assembly take note of the Statement -

    15. EVIDENCE (NATIONAL UNIFORM LEGISLATION) (CONSEQUENTIAL AMENDMENTS) BILL 2012 (Serial 1):
        The Attorney-General and Minister for Justice (Mr Elferink), by leave, presented a Bill for an Act to make consequential and other amendments relating to the Evidence (National Uniform Legislation) Act.

        Mr Elferink moved – That the Bill be now read a second time.

        The Leader of the Opposition (Ms Lawrie), pursuant to notice, moved – That this House condemns the Government for removing the Banned Drinkers Register with no alternative in place and calls for the Government to outline their plans for return of the rivers of grog to our bush communities.
