Minutes of Proceedings - 2006-05-02

1. MEETING:
      The Assembly met at 10am, pursuant to resolution of the Assembly, dated Thursday 30 March 2006. The Speaker, the Honourable J. L. Aagaard, took the Chair.
2. PRAYERS.

3. MESSAGE FROM THE ADMINISTRATOR No. 9:
      The Speaker advised Members of receipt of the following Message from His Honour the Administrator:
Message No. 9 – Recommending Appropriation Bill 2006/2007

I, EDWARD JOSEPH EGAN, the Administrator of the Northern Territory of Australia, pursuant to section 11 of the Northern Territory (Self-Government Act) 1978 of the Commonwealth, recommend to the Legislative Assembly a Bill for an Act to authorise the issuing and expending of public moneys of the Territory for the year ending 30 June 2007.

4. ROUTINE OF BUSINESS, ORDER OF BUSINESS:
      The Leader of Government Business (Mr Henderson) moved – That the Routine of Business of the Assembly be rearranged or suspended, if a question or debate is before the Chair, so as to permit the Treasurer to deliver the Budget 2006/2007 at 11am this day.

5. BROADCAST OF BUDGET SPEECH 2006/2007 - STATEMENT:
      The Speaker advised Members that permission had been given for various media to broadcast live or rebroadcast, with sound and vision, the presentation of the Budget 2006/2007 and the Treasurer’s Budget Speech and the Leader of the Opposition's reply;
for 8 TOP FM radio and Territory Network to broadcast live the presentation of the Budget 2006/2007 and the Treasurer’s Budget Speech and the Leader of the Opposition's reply;
the Northern Territory News to take photographs; and
for 8CCC in Alice Springs and Tennant Creek to re-broadcast the Treasurer's Budget Speech, the Leader of the Opposition's reply, and question time each day.

6. LEAVE OF ABSENCE - MEMBER FOR KATHERINE:
      The Leader of the Opposition (Ms Carney), by leave, moved - That leave of absence be granted to the Member for Katherine (Mrs Miller) for the May 2006 sittings due to ill health.

7. PETITIONS:
      Responses: The Clerk, pursuant to Standing Order 100, presented responses to petitions Nos. 15 and 16 relating to respectively, the movement of Year 10 into senior secondary colleges and schools, and the influx of year 10 students into Casuarina Senior College; and advised that the responses would be incorporated in the Hansard record (Paper 432).

8. MINISTERIAL REPORTS:
      Territory Trade and Tourism to China: The Chief Minister (Ms Martin) reported on her recent visit to Shanghai, China and Singapore to promote Territory trade and tourism through the AustralAsia Trade Route.

      Ms Martin responded.

      Darwinbus Security Working Group: The Minister for Transport and Infrastructure (Dr Burns) reported on the Darwinbus Security Working Group which was established to examine and make recommendations to improve protection of the general public and bus drivers on the public transport system.
      Dr Lim responded.
      Dr Burns responded.

      The Sound of the Sky, Art Exhibition: The Minister for Arts and Museums (Ms Scrymgour) reported on the opening of the exhibition of non-indigenous art, The Sound of the Sky, at the Museum and Art Gallery, Myilly Point.

      Ms Scrymgour responded.

      Building the Territory Resource Base: The Minister for Mines and Energy (Mr Vatskalis) reported on Building the Territory Resource Base strategy and a Roadshow to North America and Europe to promote the mining industry to international investment executives.
      Ms Carney responded.
      Mr Wood responded.
      Mr Vatskalis responded.

      Ministerial Reports noted, pursuant to Standing Orders.

9. TERRORISM (EMERGENCY POWERS) AMENDMENT BILL 2006 (Serial 46):
      The Order of the Day having been read for the resumption of debate on the question - That the Bill be now read a second time -

      Bill read a second time.
      Leave granted for a motion for the third reading of the Bill to be moved forthwith.
      On the motion of the Minister for Police, Fire and Emergency Services (Mr Henderson) the Bill was read a third time and passed to be a proposed law.
10. VISITORS:
      The Speaker advised Members of the presence in the public galleries of the following visitors -

11. APPROPRIATION BILL 2006/2007 (Serial 50):
      The Treasurer (Mr Stirling) presented a Bill for an Act to authorise the issuing and expending of public moneys of the Territory for the year ending 30 June 2007, the subject of His Honour the Administrator’s Message No. 9 notified earlier this day.
      Bill read a first time.
      Mr Stirling moved – That the Bill be now read a second time.

14. KATHERINE FLOODS AND CYCLONE MONICA, EMERGENCY RESPONSE AND RECOVERY - MINISTERIAL STATEMENT - STATEMENT NOTED:
      The Chief Minister (Ms Martin) made a statement relating to the floods in the Katherine region and the aftermath of cyclone Monica.
      Ms Martin moved - That the Assembly take note of the Statement.
      Debate ensued.
      Extension of time: On the motion of the Minister for Health (Dr Toyne) the Member for Wanguri (Mr Henderson) was granted an extension of time, pursuant to Standing Order 77.
