1. MEETING:
      The Assembly met at 4.30pm, pursuant to resolution. The Speaker, the Honourable J. L. Aagaard, took the Chair.

3. MESSAGES FROM THE ADMINISTRATOR:
      The Speaker advised Members of receipt of the following Message from His Honour the Administrator:

      Assent to Proposed Laws

      I, EDWARD JOSEPH EGAN, AO the Administrator of the Northern Territory of Australia, advise the Legislative Assembly of, pursuant to section 7 of the Northern Territory (Self-Government Act) 1978 of the Commonwealth, the assent to the following proposed laws:

      21 June 2007
      Transport Legislation (Road Safety) Amendment Act 2007 (No.10 of 2007)

4. PETITIONS:
      Response to petitions: The Clerk, pursuant to Standing Order 100, presented responses to petitions No. 54 and 57 relating to, respectively Open Road Speed Limit and repeal of 130kmh speed limit. (Paper 1022)

      The Clerk further advised that the terms of the responses would be included in the Hansard record.

5. APPROPRIATION BILL 2007/2008 (Serial 94):
      The Order of the Assembly having been read for the consideration in Committee of the Whole together with the Reports of the Estimates Committee and Government Owned Corporations Scrutiny Committee, pursuant to the resolution of the Assembly, dated 20 June 2007 -
      The Assembly resolved itself into Committee of the Whole.

      Papers tabled: The Chairman of the Estimates Committee and Government Owned Corporations Scrutiny Committee (Mr Burke), pursuant to resolution, laid on the Table the following Papers -
Report of the Estimates Committee on its consideration of the estimates of proposed expenditure contained in the Schedule to the Appropriation Bill 2007/2008 (Serial 94) (Papers 1020).

      Statement - additional information: Mr Burke made a statement relating thereto.
      At 4.44pm the Assembly, pursuant to resolution, proceeded to the question -

      That the proposed expenditure be agreed to and that the resolutions or expressions of opinion as agreed to by the committees in relation to the proposed expenditure or outputs with reference to the Appropriation Bill 2007/2008, or the activities, performance, practices and financial management of the Power and Water Corporation with reference to its Statement of Corporate Intent for 2007/2008, be noted.
      Debate ensued.
      Question - put and passed.
      Question - That the remainder of the Bill be agreed to - put and passed.
      Question - That the Bill be reported without amendment - put and passed.

      The Assembly resumed; the Speaker (Mrs Aagaard) took the Chair; the Chairman (Mr Knight) reported that the Committee had considered the Bill and the Report of the Estimates Committee and Government Owned Corporations Scrutiny Committee and agreed to the Appropriation Bill 2007/2008 (Serial 94) and reports, without amendment.
      Reports adopted.
      The Treasurer (Mr Stirling) moved - That the Bill be now read a third time.
      Debate ensued.
      Question - put and passed.
      The Bill was read a third time and passed to be a proposed law.
6. REVENUE (BUDGET INITIATIVES) AMENDMENT BILL 2007 (Serial 95):
      The Order of the Day having been read for the resumption of debate on the question - That the Bill be now read a second time -
      Debate ensued.
      Question - put and passed.

      Suspension of Standing Orders - Instruction to Committee of the Whole to Divide Bill into 3 Bills - Motion Negatived:
      The Deputy Leader of the Opposition (Mr Mills), pursuant to notice, moved his contingent notice on the motion that the Revenue (Budget Initiatives) Amendment Bill 2007 (Serial 95) be now read a second time being put and passed -
      So much of Standing Orders be suspended as would prevent me moving a motion as follows:
      That, pursuant to Standing Order 183(b) it be an instruction to the Committee of the Whole:
      (a) the Committee divide the Revenue (Budget Initiatives) Amendment Bill 2007 (Serial 95) into three Bills namely the -
          (i) Stamp Duty Amendment Bill;
          (ii) Taxation (Administration) Amendment Bill; and
          (iii) First Home Owner Grant Amendment Bill; and
      (b) the Committee add to the Bills the enacting words and provisions for titles and commencement.

      Debate ensued.
      Question - put and negatived.

      Leave granted for a motion for the third reading of the Bill to be moved forthwith.
      On the motion of the Treasurer (Mr Stirling) the Bill was read a third time and passed to be a proposed law.
7. NEXT MEETING:
      The Leader of Government Business (Mr Henderson) moved - That the Assembly at its rising adjourn until Tuesday 21 August 2007 at 10am or such other time and/or date as may be set by the Speaker, pursuant to Sessional Order.

8. ADJOURNMENT:
      The Leader of Government Business (Mr Henderson) moved - That the Assembly do now adjourn.
