    1. MEETING:
    The Assembly met at 10am. The Speaker, the Honourable Kezia Purick, took the Chair.

        The Speaker advised Members of the presence in the public galleries of Larrakeyah Primary School Year 5/6 students accompanied by Mrs Tanya Harvey and Mrs Adelle Gould.

        The Leader of Government Business (Mr Elferink) asked that further questions be placed on the Written Question Paper.
        Answer to Question: The Chief Minister (Mr Mills) provided information to a question asked yesterday by the Leader of the Opposition relating to salaries of Renewal Board Members.

      5. CLASSIFICATION OF PUBLICATIONS, FILMS AND COMPUTER GAMES AMENDMENT BILL 2012 (Serial 2):
          The Attorney-General and Minister for Justice (Mr Elferink), pursuant to notice, presented a Bill for an Act to amend the Classification of Publications, Films and Computer Games Act.
          Bill read a first time.
          Mr Elferink moved – That the Bill be now read a second time.
          Debate ensued.
          Paper tabled: Mr Elferink laid on the Table the following Paper –
      Explanatory Statement, Classification of Publications, Films and Computer Games Amendment Bill 2012 (Paper 107).

      6. CLASSIFICATION OF PUBLICATIONS, FILMS AND COMPUTER GAMES AMENDMENT BILL 2012 (Serial 2) – SUSPEND STANDING ORDERS – PASS BILL THROUGH ALL STAGES:
          The Leader of Government Business (Mr Elferink) moved - That so much of Standing Orders be suspended as would prevent the Classification of Publications, Films and Computer Games Amendment Bill 2012 (Serial 2) passing through all stages in the first week of the November/December 2012 parliamentary sittings.
          Debate ensued.

      7. EVIDENCE (NATIONAL UNIFORM LEGISLATION) (CONSEQUENTIAL AMENDMENTS) BILL 2012 (Serial 1):

      8. OMBUDSMAN APPOINTMENT RECOMMENDATION – MOTION AGREED TO:
          The Leader of Government Business (Mr Elferink), pursuant to notice, moved - That this Assembly, pursuant to section 132 of the Ombudsman (Northern Territory) Act, recommend to Her Honour the Administrator that she appoint Mr Peter Shoyer to hold the Office of the Ombudsman for the Northern Territory.

      Remuneration Tribunal Report on the Entitlements of Assembly Members and Determination No. 1 of 2012 (Paper 118).

      11. OMBUDSMAN NT REPORT INTO RESIDENTIAL DEVELOPMENT SUBDIVISION AT BEDDINGTON ROAD AND PELLY ROAD HERBERT – PAPER TABLED - MOTION TO NOTE:

      Report of an investigation into: THE APPROVAL FOR DEVELOPMENT AND SUBDIVISION OF LAND FOR RESIDENTIAL PURPOSES AT BEDDINGTON ROAD AND PELLY ROAD HERBERT, OmbudsmanNT Report, dated 20 August 2012 (Paper 119).

      13. ARAFURA GAMES 2013, DEFERRAL – MINISTERIAL STATEMENT - STATEMENT NOTED:
          The Minister for Tourism and Major Events (Mr Conlan) made a statement relating to the deferred conduct of the Arafura Games 2013 and review of its construct.
          Debate ensued.
          Quorum: The Member for Casuarina (Mr Vatskalis) drew attention to the state of the House.

      14. STATUS OF ABORIGINAL COMMUNITIES IN THE NORTHERN TERRITORY – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
          The Minister for Indigenous Advancement (Ms Anderson) made a statement relating to the state of Aboriginal Communities in Regional areas of the Northern Territory.
          Ms Anderson moved – That the Assembly take note of the Statement.
          Debate ensued.
          Extension of time: On the motion of the Member for Barkly (Mr McCarthy) the Member for Port Darwin (Mr Elferink) was granted an extension of time, pursuant to Standing Order 77.
          Debate continued.
