- The Assembly met at 10 am, pursuant to resolution of the Assembly, dated Thursday 26 February 2004. The Speaker, the Honourable L. M. Braham, took the Chair.

3. PETITION:
- The Member for Johnston (Dr Burns) presented petition No. 53, not conforming with Standing Orders, from 442 petitioners relating to a development in Ostermann Street, Coconut Grove/Nightcliff district (Paper 1251).
Petition read.
Dr Burns, by leave, responded to the above petition No. 53 and presented a written response (Paper 1252).
Responses to petitions: The Clerk, pursuant to Standing Order 100A, advised members of the receipt of responses to petitions Nos. 45, 46, 47, and 51 and that the terms of the responses would be included in the Hansard record (Paper 1253).
4. MINISTERIAL REPORTS:
- Treasurers Conference, Canberra 2004: The Treasurer (Mr Stirling) reported on his attendance at the Treasurers Conference in Canberra regarding the Commonwealth Grants Commission funding outcomes assessment 2004/2005 and a subsequent meeting with the Federal Treasurer for continued recognition of the special needs of the Territory with the continuance of horizontal fiscal equalisation.
Mr Mills responded thereto.
Nurses – Recruitment and Retention: The Minister for Health (Dr Toyne) reported on their progress to increase nursing staff in support of their election promise to increase hospital-based nurses by 75 during the current parliamentary term.
Ms Carter responded thereto.
Dr Toyne responded accordingly.
Mtis Report, outcomes: The Minister for Police, Fire and Emergency Services (Mr Henderson) reported on the outcomes of the Fire Services Review and the government’s injection of $2.5 million to be spent over the next two years on improving resources and senior management structure.
Mr Elferink responded thereto.
Mr Henderson responded accordingly.
Ranger Mine site, water contamination: The Minister for Mines and Energy (Mr Vatskalis) reported on a water leak which contaminated potable water with mine processing water at Ranger Mine site (ERA).
Mr Dunham responded thereto.
Mr Vatskalis responded accordingly.
