Minutes of Proceedings - 2005-02-10

1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable L. M. Braham, took the Chair.

2. PRAYERS.

3. MINISTERIAL REPORTS:
      Capital Investment Projects: The Chief Minister (Ms Martin) reported on the wealth of capital investment projects coming on line in the Territory.
      Mr Burke responded thereto.
      Ms Martin responded accordingly.

      Health Minister's Conference 2005: The Minister for Health (Dr Toyne) reported on the conduct of the Health Minister's Conference, 22 January 2005, his Chairmanship and presentation of papers relating to remote area renal services and chronic disease.
      Ms Carney responded thereto.
      Dr Toyne responded accordingly.

      Community Harmony Project: The Minister for Community Development (Mr Ah Kit) reported on the Allstars football game between the Aboriginal Allstars and Western Bulldogs and Return to Country Program as part of the government's Community Harmony Project.
      Mr Elferink responded thereto.
      Mr Wood responded thereto.
      Mr Ah Kit responded accordingly.

      Harmony Day, Support: The Minister for Multicultural Affairs (Mr Vatskalis) reported on government support for the celebration of Harmony Day.
      Dr Lim responded thereto.

      Ministerial Reports noted, pursuant to Sessional Order.

4. LEGAL PRACTITIONERS AMENDMENT BILL 2005 (Serial 279):
      The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to amend the Legal Practitioners Act.
      Bill read a first time.
      Dr Toyne moved - That the Bill be now read a second time.
      Debate ensued.
      On the motion of the Member for Araluen (Ms Carney) debate was adjourned.
5. AUSTRALIAN CRIME COMMISSION (NORTHERN TERRITORY) BILL 2004 (Serial 265) and AUSTRALIAN CRIME COMMISSION (CONSEQUENTIAL AMENDMENTS) BILL 2004 (Serial 266):
      The Order of the Day having been read for the resumption of debate on the question - That the Bills be now read a second time -
      Debate resumed.
      Question - put and passed.
      Bills read a second time.
      Leave granted for a motion for the third readings of the Bills to be moved forthwith.
      On the motion of the Minister for Justice and Attorney-General (Dr Toyne) the Bills were read a third time and passed to be proposed laws.
6. MARINE AMENDMENT BILL 2004 (Serial 269):
      The Order of the Day having been read for the resumption of debate on the question - That the Bill be now read a second time -

      Leave granted for a motion for the third reading of the Bill to be moved forthwith.
      On the motion of the Minister for Transport and Infrastructure (Dr Burns) the Bill was read a third time and passed to be a proposed law.

9. NORTHERN TERRITORY POLICE, ATTACKING DRUG RELATED CRIME - MOTION TO NOTE STATEMENT:
      The Minister for Police, Fire and Emergency Services (Mr Henderson) made a statement relating to police achievements in fighting illicit drugs, the cycle of illicit drug distribution, violence and property crime.
      Mr Henderson moved - That the Assembly take note of the Statement.
      Debate ensued.

      Distinguished visitors: The Speaker advised Members of the presence in the Speaker's Gallery of Mr Roger Ryan, former Member for the Legislative Assembly of the Northern Territory 1974 to 1979 and Executive Member for Transport and Industry.
      On behalf of all Members the Speaker extended a warm welcome to the distinguished visitor.

      Visitors: The Speaker advised Members of the presence in the public gallery of Department of the Chief Minister Trainee Graduates accompanied by Luis Da Rocha.

10. NOTICES:
      Mr Wood: To move - That, on the next General Business Day, I shall move -

      That this Assembly establish a Select Committee, with membership to be determined by an Assembly resolution, for the purposes of developing a non-divisive but inclusive solution to issues surrounding the ownerships of our Territory parks and in particular to -

      (a) investigate all options for land tenure of our National Parks and Conservation Reserves;

      (b) examine other models throughout Australia or in other countries; and

      (c) report its findings to the Assembly by 30 June 2005.

13. BUILDING ON THE TERRITORY'S DIVERSITY - MINISTERIAL STATEMENT - MOTION TO NOTE STATEMENT:
      The Minister for Multicultural Affairs (Mr Vatskalis) made a statement relating to diversity of the Territory population and development of key principles of multicultural policy.
      Mr Vatskalis moved - That the Assembly take note of the Statement.
      Debate ensued.
      On the motion of the Member for Macdonnell (Mr Elferink) debate was adjourned.
14. GENERAL BUSINESS DAY - MOTION AGREED TO:
      The Treasurer (Mr Stirling), on behalf of and at the request of the Chief Minister (Ms Martin) moved, pursuant to Standing Order 93, to nominate Wednesday, 16 February 2005 as the next sitting day on which precedence would be given to General Business over Government Business.
