1. MEETING:
      The Assembly met at 5pm, pursuant to resolution. The Speaker, the Honourable L. M. Braham, took the Chair.

      The Speaker laid on the Table the following Message from the Administrator –

      I, JOHN CHRISTOPHER ANICTOMATIS, the Administrator of the Northern Territory of Australia, advise the Legislative Assembly of, pursuant to section 7 of the Northern Territory (Self-Government Act) 1978 of the Commonwealth, the assent to the following proposed laws:

      4. APPROPRIATION BILL 2003/2004 (Serial 147):
          The Order of the Assembly having been read for the consideration in Committee of the Whole together with the Reports of the Estimates Committee and the Government Owned Corporation Committee, pursuant to the resolution of the Assembly, dated 27 February 2003 –
          Papers tabled: The Chairman of the Estimates Committee and Government Owned Corporations Scrutiny Committee (Mr McAdam), pursuant to resolution, laid on the Table the following Papers –
      Reports of the Estimates Committee and Government Owned Corporations Scrutiny Committee on its consideration of the estimates of proposed expenditure contained in the Schedule to the Appropriation Bill 2003-2004 together with answers to questions on notice and additional information provided to date to the Committee. (Paper 988)

          Statement – additional information: Mr McAdam, by leave, advised the Assembly that further additional information and answers to questions taken on notice by Ministers during deliberations of the Estimates and Government Owned Scrutiny Committees would be Tabled on 12 August 2003.
          Mr McAdam made a statement relating thereto.

          At 5.12pm the Assembly, pursuant to resolution, proceeded to the question –
          That the proposed expenditure be agreed to and that the resolution or expressions of opinion as agreed to by the Estimates and Government Owned Scrutiny Committees in relation to the proposed expenditure or outputs be agreed to.
          Debate ensued.

          The Assembly resumed; the Speaker (Mrs Braham) took the Chair; the Chairman (Mr Wood) reported that the Committee had considered the Bill and Report of the Estimates Committee and Government Owned Scrutiny Committee and agreed to the Appropriation Bill 2003/2004, without amendment.
          On the motion of the Treasurer (Mr Stirling) the Bill was read a third time and passed to be a proposed law.

      5. TAXATION (ADMINISTRATION) AMENDMENT BILL 2003 (Serial 149), STAMP DUTY AMENDMENT BILL 2003 (Serial 150), PAY-ROLL TAX AMENDMENT BILL 2003 (Serial 151), MINERAL ROYALTY AMENDMENT BILL 2003 (Serial 152), FIRST HOME OWNER GRANT AMENDMENT BILL 2003 (Serial 153), MOTOR VEHICLES AMENDMENT ACT 2001 AMENDMENT BILL 2003 (Serial 154):
          The Order of the Day having been read for the resumption of debate on the question – That the Bills be now read a second time –
          Debate resumed.

          Bills read a second time.
          The Assembly resolved itself into Committee of the Whole for consideration of the Bills.

          Mineral Royalty Amendment Bill 2003 (Serial 152):

          Clause 5 –
          On the motion of the Treasurer (Mr Stirling) the following amendment was agreed to, after debate -
          After paragraph (b), proposed definition of 'eligible exploration expenditure', omit – all the words and insert –
              “or so much of those amounts the inclusion of which, in calculating the royalty payable in respect of a royalty year, does not –

              (c) if the royalty is payable in respect of a royalty year commencing on or after 1 July 2003 but on or before 30 June 2004 – reduce the royalty payable by more than 30% of the amount of royalty that would be payable had eligible exploration expenditure not been taken into account, whichever is the lesser; or

              (d) if the royalty is payable in respect of a royalty year commencing on or after 1 July 2004 – reduce the royalty payable by more than 25% of the amount of royalty that would be payable had eligible exploration expenditure not been taken into account, whichever is the lesser;”.

      Pay-Roll Tax Amendment Bill 2003 (Serial 151), without amendment;

      6. PUBLIC ACCOUNTS COMMITTEE, AND LEGAL AND CONSTITUTIONAL AFFAIRS COMMITTEE – MEMBERSHIP CHANGES:
          The Leader of Government Business (Mr Henderson), by leave, moved – That –
          (a) the Member for Barkly be discharged from service on the Public Accounts Committee and that the Member for Millner be appointed in his stead; and
          (b) the Member for Arafura be discharged from service on the Legal and Constitutional Affairs Committee and the Member for Barkly be appointed in her stead.

          Question – put and passed.
      7. GOVERNMENT WHIP – APPOINTMENT:
          The Leader of Government Business (Mr Henderson) advised Members of the appointment of the Member for Karama as Government Whip.
      8. NEXT MEETING:
          The Leader of Government Business (Mr Henderson) moved – That the Assembly at its rising adjourn until Tuesday 12 August 2003 at 10am or such other time and/or date as may be set by the Speaker, pursuant to Sessional Order.

      9. ADJOURNMENT:
          The Minister for Business, Industry and Resource Development (Mr Henderson) moved – That the Assembly do now adjourn.
