Minutes of Proceedings - 2004-08-19

1. MEETING:
The Assembly met at 10am. The Speaker, the Honourable L. M. Braham, took the Chair.

2. PRAYERS.

3. MINISTERIAL REPORTS:
      Correctional Services CEO: The Minister for Justice and Attorney-General (Dr Toyne) reported on the appointment of a new Chief Executive Officer of Correctional Services, Prisons and his expertise to implement reforms of the recent correctional services review report.
      Ms Carney responded thereto.
      Dr Toyne responded accordingly.

      Volunteer Bushfire Brigades: The Minister for Lands and Planning (Dr Burns) reported on the capital items program and ongoing resource status of volunteer bushfire brigades in the Territory which currently comprise 21 Brigades, 450 trained personnel and over 300 active members.
      Mr Baldwin responded thereto.

      Visitors: The Speaker advised Members of the presence in the public galleries of Year 8, 9 and 10 students from Taminmin High School and Kamitonda Junior High School students on a student exchange program from Osaka, Japan.

      Mining Supplies Seminar: The Minister for Mines and Energy (Mr Vatskalis) reported on the conduct of a mining and petroleum supplies seminar to enhance and develop business opportunities for local business.
      Mr Dunham responded thereto.
      Mr Vatskalis responded accordingly.

      Foster Carers: The Minister for Family and Community Services (Ms Scrymgour) reported on the role of foster carers and the recent Territory government increase in payments to foster carers and the carers role in the government ‘s strategy in Building Stronger Communities program.
      Ms Carter responded thereto.

      Ministerial Reports noted, pursuant to Sessional Order.

4. CRIMINAL CODE AMENDMENT (MONEY LAUNDERING) BILL 2004 (Serial 244):
      The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to amend the Criminal Code.
      Bill read a first time.
      Dr Toyne moved – That the Bill be now read a second time.
      Debate ensued.
      On the motion of the Member for Araluen (Ms Carney) debate was adjourned.

5. POLICE ADMINISTRATION AMENDMENT (FORENSIC PROCEDURES) BILL 2004 (Serial 241):
      The Minister for Police, Fire and Emergency Services (Mr Henderson), pursuant to notice, presented a Bill for an Act to amend the Police Administration Act.
      Bill read a first time.
      Mr Henderson moved – That the Bill be now read a second time.
      Debate ensued.
      On the motion of the Member for Macdonnell (Mr Elferink) debate was adjourned.
6. PETROLEUM AMENDMENT BILL 2004 (Serial 233):
      The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time –

      Question – put and passed.
      Bill read a second time.
      Leave granted for a motion for the third reading of the Bill to be moved forthwith.
      On the motion of the Minister for Mines and Energy (Mr Vatskalis) the Bill was read a third time and passed to be a proposed law.
7. HOME TERRITORY 2010, HOUSING NEEDS – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
      The Minister for Housing (Mr Ah Kit) made a statement relating to a plan for public housing in the Territory, Home Territory 2010.

      Mr Ah Kit moved – That the Assembly take note of the Statement.
