    1. MEETING:
        The Assembly met at 10am. The Acting Speaker, Mr G Wood, took the Chair.

    3. LEAVE OF ABSENCE:
        The Leader of Government Business (Mr Henderson) moved – That leave of absence be granted to the Chief Minister (Ms Martin) and the Member for Sanderson (Mr Kiely) due to their attendance in Alice Springs at the funeral of Mr Graeme Braham.
        Question – put and passed.

    4. LEAVE OF ABSENCE:
        The Member for Daly (Mr Baldwin) moved – That leave of absence be granted to the Leader of the Opposition (Mr Burke) and the Member for Greatorex (Dr Lim) due to their attendance in Alice Springs at the funeral of Mr Graeme Braham.

    5. VISITORS:
        The Acting Speaker advised Members of the presence in the public gallery of Year 6 and 7 students from Casuarina Street Primary School in Katherine, accompanied by their teacher, Ms Cheryl-Anne Courtney.
        The Acting Speaker also advised of the presence in the public gallery of Adult Literacy Education students from Batchelor Institute, accompanied by Mr Tony Thorpe.

        On behalf of all Members the Acting Speaker extended a warm welcome to the visitors.
    6. PETITION:
        The Member for Macdonnell (Mr Elferink) presented petition No 44 from 1108 petitioners requesting that the number of police officers allocated to the Casuarina Police District be increased (Paper 1093).
        Petition read.
    7. MINISTERIAL REPORTS:
        Alcohol Framework Review: The Minister for Racing, Gaming and Licensing (Mr Stirling) reported on the government intervention programs to combat the abuse of alcohol in the Northern Territory.
        Mr Baldwin responded thereto.
        Mr Stirling responded accordingly.

        Hidden Valley Motor Sports Complex: The Minister for Sport and Recreation (Mr Ah Kit) reported on a comprehensive technical review of the physical assets of the Hidden Valley Motor Sports Complex.
        Mr Mills responded thereto.
        Mr Ah Kit responded accordingly.

        Ministerial Delegation to Brunei, Sabah, Kuala Lumpur and Singapore: The Minister for Asian Relations and Trade (Mr Henderson) reported on the outcomes of a recent ministerial delegation to Asia to build the Territory’s trade and international relations within Asia.
        Mr Mills responded thereto.
        Mr Henderson responded accordingly.

        Retail Travel Agents Familiarisation Program: The Minister for Tourism (Dr Burns) reported on the successful promotion of a retail travel agent familiarisation program by the Northern Territory Tourism Commission.
        Ms Carney responded thereto.

    8. AUSTRALASIA RAILWAY (SPECIAL PROVISIONS) AMENDMENT BILL 2003 (Serial 184) and AUSTRALASIA RAILWAY (THIRD PARTY ACCESS) AMENDMENT BILL 2003 (Serial 185):
        Suspension of Standing Orders – Take two Bills together: The Deputy Chief Minister (Mr Stirling), pursuant to notice, and at the request of and on behalf of the Chief Minister, (Ms Martin) moved – That so much of Standing Orders be suspended as would prevent Bills entitled AustralAsia Railway (Special Provisions) Amendment Bill 2003 (Serial 184) and AustralAsia Railway (Third Party Access) Amendment Bill 2003 (Serial 185) -
          (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings; the Committee’s report stage; and the third readings of the Bills together; and
          (b) the consideration of the Bills separately in the Committee of the Whole.

        Question – put and passed.
        The Deputy Chief Minister (Mr Stirling), at the request of and on behalf of the Chief Minister (Ms Martin), pursuant to notice, presented a Bill for an Act to amend the AustralAsia Railway (Special Provisions) Act and a Bill for an Act to amend the AustralAsia Railway (Third Party Access) Act.
        Bills read a first time.
        Mr Stirling moved – That the Bills be now read a second time.

    9. LAW REFORM (GENDER, SEXUALITY AND DEFACTO RELATIONSHIPS) BILL 2003 (Serial 186):
        The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to reform the law of the Territory by amending certain Acts and subordinate legislation to remove or modify legal distinctions based on a person’s gender, sexuality or de facto relationship with another person, and for related purposes.
        Dr Toyne moved – That the Bill be now read a second time.
        Extension of time: The Minister for Health and Community Services (Mrs Aagaard) moved – That the Minister for Justice and Attorney-General (Dr Toyne) be granted an extension of time, pursuant to Standing Orders.
        Question – put and passed.

    10. DEFACTO RELATIONSHIPS (NORTHERN TERRITORY REQUEST) BILL 2003 (Serial 182):
        The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to request the Parliament of the Commonwealth to enact legislation in respect of certain financial matters arising out of the breakdown of de facto relationships.
        Dr Toyne moved – That the Bill be now read a second time.
        Debate ensued.
        On the motion of the Member for Araluen (Ms Carney) debate was adjourned.
