    1. MEETING:
        The Assembly met at 10am. The Speaker, the Honourable L. M. Braham, took the Chair.

    2. PRAYERS.

    3. PETITIONS:
        The Member for Nelson (Mr Wood) presented petition No. 39 from 998 petitioners relating to existing controls over animals as published in the 1992 Litchfield Area Plan. (Paper 1072)
        Petition read.
        The Member for Nelson (Mr Wood) presented petition No. 40 from 792 petitioners relating to zoning for 1 hectare and under 1 hectare rural residential blocks. (Paper 1073)
        Petition read.
        The Member for Nelson (Mr Wood) presented petition No. 41 from 838 petitioners requesting the existing zone of RL1 (Rural Living) be retained as the zone for Howard River Park and Whitewood Park, not RR (Rural Residential). (Paper 1074)
        Petition read.

    4. MINISTERIAL REPORTS:
        Power outages: The Minister for Essential Services (Dr Burns) reported on the recent spate of power failures in Darwin and the Northern Suburbs.
        Mr Dunham responded thereto.
        Dr Burns responded accordingly.

        Delegation visit to Greece, Cyprus and Turkey: The Chief Minister (Ms Martin) reported on her recent study visit to Greece, Cyprus and Turkey with a Northern Territory delegation of government and business representatives.
        Mr Mills responded thereto.
        Ms Martin responded accordingly.

        Information and Communication Technology Expo, Singapore: The Minister for Corporate and Information Services (Dr Toyne) reported on his attendance at the IX Information Communications and Technology Expo in Singapore as part of a Northern Territory trade delegation.
        Dr Lim responded thereto.
        Dr Toyne responded accordingly.

        Lee Point housing project: The Minister for Lands and Planning (Mr Vatskalis) reported on the proposed new development of defence land at Lee Point into a new Darwin suburb residential housing estate.
        Mr Maley responded thereto.
        Mr Wood responded thereto
        Mr Vatskalis responded accordingly.

    5. PARKS AND RESERVES (FRAMEWORK FOR THE FUTURE) BILL 2003 (Serial 180):
        The Chief Minister (Ms Martin), pursuant to notice, presented a Bill for an Act to provide a framework for negotiations between the Territory and the traditional Aboriginal owners of certain parks and reserves for the establishment, maintenance and management of a comprehensive system of parks and reserves, and for related purposes.
        Bill read a first time.
        Ms Martin moved – That the Bill be now read a second time.
        Debate ensued.
        On the motion of the Member for Brennan (Mr Burke) debate was adjourned.

    6. ARCHITECTS AMENDMENT BILL 2003 (Serial 179):
        The Minister for Lands and Planning (Mr Vatskalis), pursuant to notice, presented a Bill for an Act to amend the Architects Act.
        Bill read a first time.
        Mr Vatskalis moved – That the Bill be now read a second time.
        Debate ensued.

    7. FISHERIES AMENDMENT BILL 2003 (Serial 177):
        The Minister for Primary Industry and Fisheries (Dr Burns), pursuant to notice, presented a Bill for an Act to amend the Fisheries Act and for related purposes.

        Dr Burns moved – That the Bill be now read a second time.
        Debate ensued.

        The Order of the Day having been read for the resumption of debate on the question – that the Bill be now read a second time –

    13. MANGROVE PROTECTION IN DARWIN HARBOUR – MINISTERIAL STATEMENT – STATEMENT NOTED:
        The Minister for the Environment and Heritage (Dr Burns) made a statement relating to approving zones for the conservation of mangroves under town plans for Darwin, Litchfield, East Arm, Palmerston and Darwin Rural areas.
        Dr Burns moved – That the Assembly take note of the Statement.
