Minutes of Proceedings - 2003-02-20

    1. MEETING:
        The Assembly met at 10am. The Speaker, the Honourable L. M. Braham, took the Chair.

    2. PRAYERS.

    3. VISITORS:
        The Speaker advised Members of the presence in the Speaker’s Gallery of members of the Filipiniana Senior Citizens Association, Darwin including Ms Ester Davy, Acting President; Ms Tina Black, past President and Ms Cynthia Molina.
        On behalf of all Members the Speaker extended a warm welcome to the visitors.
    4. PETITION:
        Response to petition: The Clerk, pursuant to Standing Order 100A advised members of the receipt of a response to petition No.18 and that the response would be included in the Hansard record. (Paper 795)
    5. MINISTERIAL REPORTS:
        Public Housing Assets, Security Upgrade: The Minister for Housing (Mr Ah kit) made a report on the upgrading of the public housing assets with security screens for doors and windows.
        Dr Lim responded thereto.
        Mr Ah Kit responded accordingly.

        Filipiniana Senior Citizens Association: The Minister for Ethnic Affairs (Mr Vatskalis) made a report on the objectives of the Filipiniana Senior Citizens Association.
        Dr Lim responded thereto.
        Mr Vatskalis responded accordingly.

        Australian Health Care Agreements: The Minister for Health and Community Services (Mrs Aagaard) reported on her proposed attendance at a conference of Australian health ministers in Melbourne next week.
        Ms Carter responded thereto.
        Mrs Aagaard responded accordingly.

        Alcohol Restrictions, Alice Springs: The Minister for Justice and Attorney-General (Dr Toyne) reported on the outcomes of the current alcohol restrictions being applied in Alice Springs.
        Dr Lim responded thereto.
        Dr Toyne responded accordingly.

        Ministerial Reports noted, pursuant to Sessional Order.
    6. DANGEROUS GOODS (ROAD AND RAIL TRANSPORT) BILL 2003 (Serial 122) and DANGEROUS GOODS ACT 1998 AMENDMENT BILL 2003 (Serial 123):
        Suspension of Standing Orders: The Minister for Employment, Education and Training (Mr Stirling), pursuant to notice, moved – That so much of the Standing Orders be suspended as would prevent Bills entitled,
        Dangerous Goods (Road and Rail Transport) Bill 2003 (Serial 122) and Dangerous Goods Act 1998 Amendment Bill 2003 (Serial 123) –

        (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings; the Committee’s report stage; and the third readings of the Bills together; and
        (b) the consideration of the Bills separately in the Committee of the Whole.

        Question – put and passed.

        Mr Stirling, pursuant to notice, respectively presented, a Bill for an Act to make provision for safety in the transport of dangerous goods by road as part of the system of nationally consistent road transport laws
        and to make provision for safety in the transport of dangerous goods by rail; and a Bill for an Act to amend the Dangerous Goods Act 1998.
        Bills read a first time.
        Mr Stirling moved – That the Bills be now read a second time.

    7. STATUTE LAW REVISION BILL (No. 3) 2002 (Serial 118):
        The Order of the Day having been read for resumption of debate on the question – That the Bill be now read a second time –

        Leave granted for a motion for the third reading of the Bill to be moved forthwith.
        On the motion of the Minister for Justice and Attorney-General (Dr Toyne) the Bill was read a third time and passed to be a proposed law.

    8. TRADE MEASUREMENT AMENDMENT BILL 2002 (Serial 110) and TRADE MEASUREMENT ADMINISTRATION AMENDMENT BILL 2002 (Serial 111):
        The Order of the Day having been read for the resumption of debate on the question – That the Bills be now read a second time –

        Leave granted for a motion for the third readings of the Bills to be moved forthwith.
        On the motion of the Minister for Justice and Attorney-General (Dr Toyne) the Bills were read a third time and passed to be proposed laws.
    9. TREASURER’S MID-YEAR REPORT 2002/2003 – PAPER TABLED – MOTION TO NOTE REPORT:
        The Treasurer (Mr Stirling) laid on the Table the Treasurer’s Mid-Year Report 2002/2003 (Paper 796).

    10. GREEN HOUSE GAS EMISSIONS – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
        The Minister for the Environment and Heritage (Dr Burns) made a statement relating to the development of a Greenhouse Gas Strategy for the Territory.
        Dr Burns moved – That the Assembly take note of the Statement.

        Additional answer: The Minister for Transport and Infrastructure (Mr Vatskalis) provided further information to a question asked re houses at Myilly Point owned by the Northern Territory Land Corporation.

        The Leader of Government Business (Mr Henderson) asked that further questions be placed on the Written Question Paper.
    13. PERSONAL EXPLANATION:
        The Member for Goyder (Mr Maley), pursuant to Standing Order 57 made a personal explanation relating to comments attributed to him earlier this day relating to access to fishing areas by amateur and professional fisherman.
