    1. MEETING:
        The Assembly met at 10am. The Speaker, the Honourable L. M. Braham, took the Chair.

    2. PRAYERS.

    3. PETITIONS:
        The Member for Nelson (Mr Wood), by leave, presented petition No. 42, not conforming with Standing Orders, from 93 petitioners relating to the Milikapiti residents requesting the Tiwi Island Local Government organisation to refrain from involving itself in the Tiwi Island Housing Association (Paper 1079).
        Petition read.

        The Member for Nelson (Mr Wood), by leave, presented petition No. 43, not conforming with Standing Orders, from 86 petitioners relating to the Bathurst Island Housing Association. (Paper 1080)
        Petition read.
    4. MINISTERIAL REPORTS:
        AustralAsia Railway, track laying update: The Chief Minister (Ms Martin) reported on completion of the track laying stage for the railway project.
        Mr Burke responded thereto.
        Ms Martin responded accordingly.

        Katherine Region Harmony Group: The Minister for Justice and Attorney-General (Dr Toyne) reported on the representation on the Group and taking on responsibility for implementation of the coordinating body for itinerants strategy and serve as the Regional Crime Prevention Council for Katherine.
        Ms Carney responded thereto.
        Dr Toyne responded accordingly.

        Public Housing, security screens: The Minister for Housing (Mr Ah Kit) reported on the progress of the government installation of security screens on all public housing in the Territory.
        Mr Elferink responded thereto.
        Mr Ah Kit responded accordingly.

        Tiwi Island Health Board: The Minister for Health and Community Services (Mrs Aagaard) reported on the Tiwi Island Health Board entering into voluntary receivership on 25 September 2003.
        Ms Carter responded thereto.
        Mrs Aagaard responded accordingly.

        Ministerial Reports noted, pursuant to Sessional Orders.
    5. PERSONAL EXPLANATION:
        The Member for Sanderson (Mr Kiely) made a personal explanation relating to the Member for Macdonnell’s adjournment debate on 8 October 2003 in which Mr Elferink asserted misuse of reference materials for speeches made by him.
    6. LIQUOR AMENDMENT BILL (No. 2) 2003 (Serial 178):
        The Minister for Racing, Gaming and Licensing (Mr Stirling), pursuant to notice, presented a Bill for an Act to amend the Liquor Act.
        Bill read a first time.
        Mr Stirling moved - That the Bill be now read a second time.
        On the motion of the Member for Brennan (Mr Burke) debate was adjourned.
    7. DISCHARGE OF BUSINESS – LOCAL GOVERNMENT AMENDMENT BILL 2001 (Serial 10):
        The Minister for Local Government (Mr Ah Kit) moved – That Government Business, Orders of the Day, No. 13 be discharged from the Notice Paper.
        Mr Ah Kit made a statement relating thereto.

    8. LOCAL GOVERNMENT AMENDMENT BILL 2003 (Serial 176):
        The Minister for Local Government (Mr Ah Kit), pursuant to notice, presented a Bill for an Act to amend the Local Government Act and for related purposes.

        Mr Ah Kit moved – That the Bill be now read a second time.
        On the motion of the Member for Macdonnell (Mr Elferink) debate was adjourned.

        Point of order: The Member for Johnston (Dr Burns) having taken a point of order pursuant to Standing Order 62, asserting that the Member for Macdonnell was imputing improper and unbecoming conduct of a member -
        The Deputy Speaker (Mr Kiely) having upheld the point of order and accordingly directed the Member for Macdonnell to withdraw the word “Plagiarism”. -
        Dissent from Acting Deputy Speaker’s ruling - negatived: The Member for Macdonnell (Mr Elferink) having declined to withdraw the offending word and accept the decision of the Deputy Chairman, thereupon moved dissent from the ruling.
        Mr Elferink thereupon submitted his dissent in writing which was seconded by the Member for Drysdale –
        And the Speaker having taken the Chair put the question – That the ruling of the Deputy Speaker be dissented from.
        Debate ensued.
        The Leader of the Opposition (Mr Burke) moved – That the question be now put.
        Question – put and passed.
        Question – That dissent from the Deputy Speaker’s ruling be agreed to – put and negatived.
