Minutes of Proceedings - 2002-10-15

1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable L. M. Braham, took the Chair.

2. PRAYERS.

3. BROADCAST OF PROCEEDINGS:
      The Speaker advised Members that permission had been given for various television media outlets to broadcast live with sound and vision proceedings of the Assembly today until conclusion of Ministerial Reports.
4. BALI BOMBING INCIDENT – EXPRESSION OF SYMPATHY:
      The Speaker extended her sympathy and condolences to all victims of the bombings in Bali, Indonesia on 12 October 2002.

      The Speaker advised members that after questions this day a more formal motion of condolence will be moved by the Chief Minister and on conclusion of debate on the condolence motion the Assembly be adjourned, forthwith.

      As a mark of respect Members stood in their places for one minute, in silence.
5. VISITORS:
      The Speaker advised Members of the presence in the public gallery of Leanyer Primary School, Year 6/7 students and their teacher Ms Leanne Linton.
      On behalf of all Members the Speaker extended a warm welcome.
6. MINISTERIAL REPORTS:
      Bali Bombings, 12 October 2002: The Chief Minister (Ms Martin) made a report on the bombings in Bali, Indonesia on 12 October and extended her sympathy and condolences to all those people involved.
      Mr Burke responded thereto.
      Ms Martin responded accordingly

      Juvenile Intervention Program, Alice Springs: The Minister for Justice and Attorney-General (Dr Toyne) made a report on recent programs for juveniles to provide early intervention to alleviate juvenile crime in Alice Springs.

      Gulf Regional Development: The Minister for Community Development (Mr Ah Kit) made a report on plans for development of the communities in the Gulf and Borroloola regions.
      Dr Lim responded thereto.
      Mr Ah Kit responded accordingly.

      Ministerial Reports noted, pursuant to Sessional Order.

7. EDUCATION AMENDMENT BILL 2002 (Serial 84):
      The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time –
      Debate resumed.
      Question – put and passed.
      Bill read a second time.
      Leave granted for a motion for the third reading of the Bill to be moved forthwith.
      On the motion of the Minister for Employment, Education and Training (Mr Stirling) the Bill was read a third time and passed to be a proposed law.

8. STATUTE LAW REVISION BILL (No. 2) 2002 (Serial 80):
      The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time –
      Debate resumed.
      Question – put and passed.
      Bill read a second time.
      Leave granted for a motion for the third reading of the Bill to be moved forthwith.
      On the motion of the Minister for Justice and Attorney-General (Dr Toyne) the Bill was read a third time and passed to be a proposed law.

9. ECONOMIC DEVELOPMENT STRATEGY FOR THE TERRITORY – MOTION TO NOTE STATEMENT:
      The Order of the Day having been read for the resumption of debate on the question – That the Assembly take note of the Statement –
      Debate resumed.
      Extension of time: On the motion of the Minister for Business, Industry and Resource Development (Mr Henderson) Ms Lawrie was granted an extension of time.
      Debate continued.
      On the motion of the Member for Barkly (Mr McAdam) debate was adjourned.
10. ALTERATION TO ORDER OF BUSINESS:
      The Leader of Government Business (Mr Stirling) moved – That Government Business, Order of the Day No. 7 relating to the ministerial statement on illicit drugs use be called on forthwith.
      Question – put and passed.

11. ILLICIT DRUG USE IN THE TERRITORY – MOTION TO NOTE STATEMENT:
      The Order of the Day having been read for the resumption of debate on the question – That the Assembly take note of the Statement –
      Debate resumed.
      Extension of time: On the motion of the Member for Barkly (Mr McAdam) the Minister for Justice and Attorney-General (Dr Toyne) was granted an extension of time.
      Debate continued.
      On the motion of the Member for Barkly (Mr McAdam) debate was adjourned.

12. NOTICES:
      The following Notices were given:
      Ms Martin: To present the Motor Accidents (Compensation) Amendment Bill 2002 (Serial 102).
      Ms Martin: To present the Pay-roll Tax Amendment Bill (No. 3) 2002 (Serial 103).
      Mr Stirling: To present the Liquor Amendment Bill 2002 (Serial 105).
      Mr Henderson: To present the Petroleum (Submerged Lands) Amendment Bill 2002 (Serial 104).
      Mrs Aagaard: To present the Tobacco Control Bill 2002 (Serial 101).
        Mr Wood: To move on the next General Business Day – That the government initiate a public assessment of the alternative industrial development sites in the Darwin region along the proposed corridor from East Arm to Glyde Point, and while that assessment is occurring the government place a moratorium on industrial development on the Ware Peninsula specifically land and sea covered by sections 1814, 1817, 1791 Hundred of Ayers, not including the Phillips LNG site.

      14. BALI TRAGEDY 12 OCTOBER 2002 - CONDOLENCE:
          The Chief Minister (Ms Martin), by leave, moved -

          That this Assembly:
            (a) express condemnation at the appalling and indiscriminate bombings which occurred in Bali on 12 October 2002;

            (b) extends its support and sympathy to the families, loved ones and friends of the Territorians and other Australians killed, missing or injured;

            (c) offers condolences to the family and friends of the Indonesians and people of other countries who have been killed or injured;

            (d) offers sympathy to the people of Indonesia and in particular the Balinese during this tragic time;

            (e) supports and commends the prompt and effective action of the Australian Defence Force and Northern Territory Government agencies following this tragedy including the emergency operations centre, Royal Darwin Hospital and our police, ambulance and transport services;

            (f) commends the willingness of many individuals and community groups in the Territory to volunteer to assist in the relief effort; and

            (g) endorses the offer for the Northern Territory Police and for other Australian law enforcement bodies to assist in any way possible to bring the perpetrators of this outrageous crime against humanity to justice.
            Debate ensued.
