Minutes of Proceedings - 2002-03-05

1. MEETING:
The Assembly met at 10am. The Speaker, the Honourable L. M. Braham, took the Chair.

2. PRAYERS.

3. VISITORS:
The Speaker advised Members of the presence in the public gallery of Year 10/11 students from Darwin High School accompanied by their teachers Ms Sara Weylen and Ms Jeanine Matheson.
On behalf of all Members Madam Speaker extended a warm welcome to the visitors.

4. MINISTERIAL REPORTS:
Alice Springs Convention Centre: The Chief Minister (Ms Martin) made a statement on the progress of the Alice Springs Convention Centre.
Mr Burke responded thereto.
Ms Martin responded accordingly.

Police Special Crime unit: The Minister for Police, Fire and Emergency Services (Mr Stirling) made a statement on the functions of the Special Crime Unit.
Mr Burke responded thereto.
Mr Stirling responded accordingly.

Community Services Ministerial Conference: The Minister for Health and Community Services (Mrs Aagaard) made a report on her attendance at the Ministerial Conference of Community Services Ministers held in Melbourne on the 1st March 2002.
Mr Dunham responded thereto.

Mrs Aagaard responded accordingly.

Land Clearing Policy: The Minister for Lands and Planning (Mr Vatskalis) made a report on the policy development of Governemnt for land clearing, salinity and soil erosion in the Territory.
Mr Wood responded thereto.
Mr Vatskalis responded accordingly.

Land Clearing Guidelines, Broadacre Developments Linear Developments and Subdivisions, dated February 2002 by Department of Infrastructure, Planning and Environment. (Paper 241)

5. CORPORATIONS (FINANCIAL SECTOR REFORM AMENDMENTS) BILL 2002 (Serial 46):
The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to amend various Acts and Regulations as a consequence of the Commonwealth enacting the Financial Services Reform Act 2001 and for related purposes.
Bill read a first time.
Dr Toyne moved – That the Bill be now read a second time.
Debate ensued.
On the motion of the Member for Goyder (Mr Maley) debate was adjourned.

6. PENALTIES AMENDMENT BILL 2002 (Serial 42) and INTERPRETATION AMENDMENT BILL 2002 (Serial 43):
Suspension of Standing Order: The Minister for Justice and Attorney-General (Dr Toyne) moved – That so much of Standing Orders be suspended as would prevent Bills entitled, Penalties Amendment Bill 2002 (Serial 42) and Interpretation Amendment Bill 2002 (Serial 43): –

(a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings; the committee’s report stage; and the third readings of the Bills together; and

(b) the consideration of the Bills in the Committee of the Whole.

Question – put and passed – there being an absolute majority of the whole number of Members and no dissentient voice.

The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to amend the Penalties Act; and a Bill for an Act to amend the Interpretation Act.

Suspension of Standing Orders: The Member for Brennan (Mr Burke) moved –That so much of Standing Orders be suspended as would prevent him moving –

That this Assembly condemns and censures the Chief Minister for her deception and misleading of -

1. This Assembly;
2. The media;
3. Members of the public service;
4. Territorians; and

FURTHER:
In that she pledged there would be no job losses from the public service and there would be no voluntary redundancies as a result of the restructuring of the public service, when the truth is the complete opposite; and

And further that since becoming Chief Minister, the Member for Fannie Bay has embarked on a ritual course of misleading and lying both to this Assembly and to Territorians in relation to her policies and actions. (Paper 246)

Question – put and negatived – objection being raised and there being an insufficient number of Members to constitute an absolute majority of the whole number of Members of the Assembly, pursuant to Standing Order 306.

The Chief Minister (Ms Martin) made a statement relating to new Public Sector Agency arrangements as a result of a reduction of government Agencies from 35 to 18. (Paper 247)

The Minister for Employment, Education and Training (Mr Stirling) laid on the Table a paper summarizing NTPS Numbers and Redundancies for the period January 2001 to January 2002 by Forced Redundancy and Voluntary Redundancy categories under the former and previous governments (Paper 256).

14. TERRITORY TOURISM – MINISTERIAL STATEMENT – STATEMENT NOTED:
The Minister for Tourism (Mr Henderson) made a statement relating to Territory tourism and its position in the international tourist market. (Paper 257)
