Minutes of Proceedings - 2004-06-17

1. MEETING:
      The Assembly met at 10 am. The Speaker, the Honourable L. M. Braham, took the Chair.

3. MINISTERIAL REPORTS:
      Women’s Forums: The Chief Minister (Ms Martin) reported on the establishment of Women’s Forums throughout the Territory.
      Ms Carney responded thereto.
      Ms Martin responded accordingly.

      Correctional Services Review – Implementation: The Minister for Justice and Attorney-General (Dr Toyne) reported on the progress in adoption of the recommendations of the Correctional Services Review.
      Ms Carney responded thereto.
      Mr Wood responded thereto.
      Dr Toyne responded accordingly.

      Katherine Sports Ground, Grant: The Minister for Local Government (Mr Ah Kit) reported on a grant of $0.5m to the Katherine Council to upgrade the Katherine Town Council Oval.
      Mrs Miller responded thereto.
      Mr Ah Kit responded accordingly.

      Waterfowl Shooting Season: The Minister for Parks and Wildlife (Dr Burns) reported on the extension of the shooting season for waterfowl in the Territory.
      Mr Baldwin responded thereto.
      Dr Burns responded accordingly.

4. APPROPRIATION BILL 2004/2005 (Serial 234):
      Suspension of Standing Orders – Pass Bill through all stages: The Leader of Government Business (Mr Henderson), pursuant to notice, moved – That so much of Standing Orders be suspended as would prevent the Appropriation Bill 2004/2005 (Serial 234), passing through all stages at this sittings.

5. NEXT MEETING – MOTION AGREED TO:
      The Leader of Government Business (Mr Henderson), pursuant to notice, moved - That the Assembly at its rising adjourn until 1 pm on Friday 25 June 2004, or such other time as notified by the Speaker, with one hour’s notice being given to Government and Opposition Whips, and Members by the Speaker or such other time and/or date as may be advised by the Speaker, pursuant to Sessional Order.

7. ORDER OF BUSINESS:
      The Leader of Government Business (Mr Henderson) moved – That intervening Government Business be postponed until after consideration of Government Business –

      (a) Notice No. 3 relating to the Teacher Registration (Northern Territory) Bill 2004 (Serial 239); and

      (b) Orders of the Day No. 1 relating to the Appropriation Bill 2004/2005 (Serial 234),

      in that order.

8. TEACHER REGISTRATION (NORTHERN TERRITORY) BILL 2004 (Serial 239):
      The Minister for Employment, Education and Training (Mr Stirling), pursuant to notice, presented a Bill for an Act to provide for the registration of teachers and the regulation of the teaching profession and for related purposes.
      Bill read a first time.
      Mr Stirling moved – That the Bill be now read a second time.
      Debate ensued.
      On the motion of the Member for Greatorex (Dr Lim) debate was adjourned.

    14. INCREASE IN TREASURER’S ADVANCE – REPORT TABLED - STATEMENT:
        The Treasurer (Mr Stirling) laid on the Table an instrument increasing the Allocation to the Treasurer’s Advance by $20 000 000, pursuant to section 19(1) of the Financial Management Act, dated 31 May 2004 (Paper 1343).
        Mr Stirling made a statement relating thereto.
    15. ORDER OF BUSINESS:
        The Minister for Employment, Education and Training (Mr Stirling) moved – That consideration of Government Business, Orders of the Day No. 4, relating to the Ministerial Statement on Crime Prevention, be called on forthwith.
