Minutes of Proceedings - 2003-10-16

    1. MEETING:
        The Assembly met at 10am. The Speaker, the Acting Speaker Mr G Wood, took the Chair.

    2. PRAYERS.

    3. VISITORS:
        The Acting Speaker advised Honourable Members of the presence in the public gallery of Year 6 and 7 students from Bakewell Primary School, accompanied by their teachers, Rebecca Gunner, Carolyn Silva, Bernie Waters, and Kerri O’Shaughnessy.
        On behalf of all Members, the Acting Speaker extended a warm welcome.
    4. PETITION:
        The Member for Blain (Mr Mills) presented a petition from 286 petitioners relating to services provided by Family Law Pathways to separating parents in the Northern Territory (Paper 1100).
        Petition read.

    5. MINISTERIAL REPORTS:
        Visits to Schools, Training Centres and Workplaces by Minister: The Minister for Employment, Education and Training (Mr Stirling) reported on his continuing visits to Territory schools, training centres and workplaces.
        Mr Mills responded thereto.
        Mr Stirling responded accordingly.

        Commercial made Slingshots: The Minister for Police, Fire and Emergency Services (Mr Henderson) reported on the banning of the sale of commercially made slingshots in the Northern Territory.
        Mr Elferink responded thereto.
        Mr Henderson responded accordingly.

        Regional Development Boards: The Minister for Local Government (Mr Ah Kit) reported on establishment of Regional Development Boards to guide regional development across the Territory.
        Mr Elferink responded thereto.
        Mr Ah Kit responded accordingly.

        Tourism – Second Submission to Tourism Green Paper: The Minister for Tourism (Dr Burns) reported on the second submission prepared by the Northern Territory Tourism Commission to the Commonwealth Government’s Medium to Long Term Strategy for Tourism – Green Paper.
        Ms Carney responded thereto.
        Dr Burns responded accordingly.
    6. CRIMINAL CODE AMENDMENT BILL (No. 4) 2003 (Serial 183):
        The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to amend the Criminal Code.
        Bill read a first time.
        Dr Toyne moved – That the Bill be now read a second time.
        On the motion of the Member for Araluen (Ms Carney) debate was adjourned.
    7. SENTENCING (CRIME OF MURDER) AND PAROLE REFORM BILL 2003 (Serial 181):
        The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to amend the Criminal Code, the Sentencing Act and the Parole of Prisoners Act, and for related purposes.
        Bill read a first time.
        Dr Toyne moved – That the Bill be now read a second time.
        On the motion of the Member for Araluen (Ms Carney) debate was adjourned.
    8. BUSHFIRES AMENDMENT BILL (No. 2) 2003 (Serial 187):
        The Minister for Lands and Planning (Mr Vatskalis), pursuant to notice, presented a Bill for an Act to amend the Bushfires Act.

        Mr Vatskalis moved – That the Bill be now read a second time.
        On the motion of the Member for Daly (Mr Baldwin) debate was adjourned.
    9. STOCK DISEASES AMENDMENT BILL 2003 (Serial 188):
        The Minister for Primary Industry and Fisheries (Dr Burns), pursuant to notice, presented a Bill for an Act to amend the Stock Diseases Act.

          The Treasurer (Mr Stirling) laid on the Table the Treasurer’s Annual Financial Report for the year ended 30 June 2002/2003 (Paper 1102).
          Mr Stirling made a statement relating thereto.
          Mr Stirling moved – That the Assembly take note of the Report and that he have leave to continue his remarks at a later hour.
