    1. MEETING:
        The Assembly met at 10am The Speaker, the Honourable L. M. Braham, took the Chair.

    2. PRAYERS.

    3. ORDER OF BUSINESS, MOTION AGREED TO:
        The Leader of Government Business (Mr Henderson) moved – That the Routine of Business of the Assembly be re-arranged to permit the Leader of the Opposition to deliver his response to the Budget 2003/2004 at 11am on Wednesday 28 May 2003.

    4. BROADCAST OF OPPOSITION BUDGET RESPONSE - STATEMENT:
        The Speaker advised Members that her permission had been given for various media to broadcast live or rebroadcast, with sound and vision, the Opposition’s Budget reply, 8 TOP FM Radio to broadcast live the Opposition’s Budget reply; and the Northern Territory News to take still photographs.

    5. PETITIONS:
        Responses to petitions: The Clerk, pursuant to Standing Order 100A, presented responses to petitions Nos. 23, 24 and 32 had been received and advised copies had been distributed to Members and would be incorporated in the Hansard record for this day. (Paper 912)
    6. MINISTERIAL REPORTS:
        Tracy Aged Care Village: The Minister for Health and Community Services (Mrs Aagaard) reported on the closure of the residential aged care facility in the Tracy Aged Care Village complex.
        Ms Carter responded thereto.
        Mrs Aagaard responded accordingly.

        Remand Prisoners: The Minister for Justice and Attorney-General (Dr Toyne) reported on the temporary incarceration of remand prisoners in the general prison population and the increased prison population which has contributed to the need to amalgamate these two prison populations.
        Mr Maley responded thereto.
        Mr Wood responded thereto.
        Dr Toyne responded accordingly.

        Traeger Park Sporting Complex: The Minister for Sport and Recreation (Mr Ah Kit) reported on funding of $2.5m in the 2003/2004 budget for improvements to the facilities in the Traeger Park sporting complex.
        Mr Mills responded thereto.
        Mr Ah Kit responded accordingly.

        Container Deposit Legislation: The Minister for Environment and Heritage (Dr Burns) reported on the government’s intentions in regard to container deposit legislation implementation in the Territory and other anti-litter programs.
        Mr Wood responded thereto.
        Dr Burns responded accordingly.

    7. FINANCIAL MANAGEMENT AMENDMENT BILL 2003 (Serial 148):
        The Treasurer (Mr Stirling), pursuant to notice, presented a Bill for and Act to amend the Financial Management Act, the subject of His Honour the Administrator’s Message No. 14 notified on Tuesday 27 May 2003.
        Bill read a first time.
        Mr Stirling moved – That the Bill be now read a second time.

TAXATION (ADMINISTRATION) AMENDMENT BILL 2003 (Serial 149), STAMP DUTY AMENDMENT BILL 2003 (Serial 150), PAY-ROLL TAX AMENDMENT BILL 2003 (Serial 151), MINERAL ROYALTY AMENDMENT BILL 2003 (Serial 152), FIRST HOME OWNER GRANT AMENDMENT BILL 2003 (Serial 153), and MOTOR VEHICLE AMENDMENT ACT 2001 AMENDMENT BILL 2003 (Serial 154):
        Suspension of Standing Orders – Take six Bills together: The Treasurer (Mr Stirling) moved – That so much of Standing Orders be suspended as would prevent the Taxation (Administration) Amendment Bill 2003 (Serial 149), Stamp Duty Amendment Bill 2003 (Serial 150), Pay-roll Tax Amendment Bill 2003 (Serial 151), Mineral Royalty Amendment Bill 2003 (Serial 152), First Home Owner Grant Amendment Bill 2003 (Serial 153), Motor Vehicle Amendment Act 2001 Amendment Bill 2003 (Serial 154) -

        (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings; the committee’s report stage; and the third readings of the Bills together; and
