    1. MEETING:
        The Assembly met at 10am, pursuant to resolution of the Assembly, dated Thursday 1 May 2003. The Speaker, the Honourable L. M. Braham, took the Chair.

    2. PRAYERS.

    3. MESSAGE FROM THE ADMINISTRATOR No. 14:
        The Speaker advised Honourable Members that she had received the following Message from His Honour the Administrator:

    I, JOHN CHRISTOPHER ANICTOMATIS, the Administrator of the Northern Territory of Australia, in pursuance of section 11 of the Northern Territory (Self-Government Act) 1978 of the Commonwealth, recommend to the Legislative Assembly a Bill for an Act to amend the Financial Management Act which in part provides for public moneys of the Territory to be expended in relation to certain Northern Territory Public Sector employee entitlements.

    4. BROADCAST OF BUDGET SPEECH 2003/2004:
        The Speaker advised Members that permission had been given for various media to broadcast live or rebroadcast, with sound and vision, the presentation of the Budget 2003/2004 and the Treasurer’s Speech; for 8 TOP FM Radio to broadcast live the presentation of the Budget 2003/2004 and the Treasurer’s Speech; and the Northern Territory News to take photographs.

    5. PETITIONS:
        The Member for Greatorex (Dr Lim) presented a petition from 20 petitioners requesting the Assembly rectify the breakdown in law and order in our community and return Alice Springs to a peaceful town. (Paper 907)
        Response to petitions: The Clerk, pursuant to Standing Order 100A, presented a response to petitions Nos. 26 and 29 and advised Members that a text of the responses will be included in the Hansard record. (Paper 895)
    6. MINISTERIAL REPORTS:
        Statehood for the Territory in 5 years: The Chief Minister (Ms Martin) outlined the government’s program for the Territory to gain statehood within 5 years.
        Mr Burke responded thereto.
        Mr Wood responded thereto.
        Ms Martin responded accordingly.

        Homecoming Celebration for Territory Service Personnel: The Chief Minister (Ms Martin) reported on the welcome home celebrations for Territory service personnel returning from the Iraq theatre of operation.
        Mr Reed responded thereto.

        CeBIT Sydney 2003: The Minister for Communications (Dr Toyne) reported on the Northern Territory hosting of a stand at CeBIT Sydney 2003.
        Dr Lim responded thereto.
        Dr Toyne responded accordingly.

        East Timorese Asylum Seekers: The Minister for Ethnic Affairs (Mr Vatskalis) reported on the assistance provided by the Territory government to asylum seekers form East Timor.
        Mr Burke responded thereto.
        Mr Vatskalis responded accordingly.

        Ministerial Reports noted, pursuant to Sessional Order.
    7. CRIME PREVENTION INITIATIVES – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
        The Order of the Day having been read for the resumption of debate on the question – That the Assembly take note of the Statement –

    9. APPROPRIATION BILL 2003/2004 (Serial 147):
        The Treasurer (Mr Stirling), presented a Bill for an Act to authorise the issuing and expending of the public moneys of the Territory in respect of the year ending 30 June 2004, the subject of His Honour the Administrator’s Message No. 13 notified earlier this day.
        Bill read a first time.
        Mr Stirling moved – That the Bill be now read a second time.

        The Speaker laid on the Table a letter from the Auditor-General detailing minor corrections to his Report on the 2001/2002 Treasurer’s Annual Financial Statement presented to the Assembly on 29 April 2003 (Paper 894).

        The Minister for the Environment and Heritage (Dr Burns) moved – That the Assembly do now adjourn.
