Minutes of Proceedings - 2004-10-13

1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable L. M. Braham, took the Chair.

2. PRAYERS.

3. MINISTERIAL REPORTS:
      Economic Development Strategy 2002/2004: The Chief Minister (Ms Martin) reported on development of and improvements to the business environment made to develop economic drivers for the Territory economy.
      Mr Mills responded thereto.
      Paper tabled: The Chief Minister (Ms Martin) laid on the Table the following Paper -
Building a Better Territory – Economic Development Strategy - Highlights 2002-2004 (Paper 1497).

      Ms Martin responded accordingly.

      School visits by Minister: The Minister for Employment, Education and Training (Mr Stirling) reported on his visits to various primary and secondary schools throughout the Territory, their educational programs and community participation.
      Dr Lim responded thereto.
      Mr Stirling responded accordingly.

      Health Spending Priorities: The Minister for Health (Dr Toyne) reported on health spending priorities within the Health and Community Services budget.
      Ms Carney responded thereto.
      Dr Toyne responded accordingly.

      Spanish Mackerel Gene Tagging: The Minister for Primary Industry and Fisheries (Mr Vatskalis) reported on a review of the Spanish Mackerel Management Plan to improve management of fish stocks for recreational and professional fishers using conventional tagging regimes and the newly development gene tagging process.
      Mrs Miller responded thereto.
      Mr Vatskalis responded accordingly.

4. AUSTRALASIA RAILWAY (SPECIAL PROVISIONS) AMENDMENT BILL 2004 (Serial 258):
      The Chief Minister (Ms Martin), pursuant to notice, presented a Bill for an Act to amend the AustralAsia Railway (Special Provisions) Act.
      Bill read a first time.
      Ms Martin moved – That the Bill be now read a second time.
      Debate ensued.
      On the motion of the Member for Blain (Mr Mills) debate was adjourned.

5. SENTENCING AMENDMENT (ABORIGINAL CUSTOMARY LAW) BILL 2004 (Serial 254):
      The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to amend the Sentencing Act.
      Bill read a first time.
      Dr Toyne moved – That the Bill be now read a second time.
      Debate ensued.
      On the motion of the Member for Araluen (Ms Carney) debate was adjourned.
6. GENE TECHNOLOGY (NORTHERN TERRITORY) BILL 2004 (Serial 249):
      The Minister for Primary Industry and Fisheries (Mr Vatskalis), pursuant to notice, presented a Bill for an Act to apply the Gene Technology Act 2000 and the Gene Technology (Licence Charges) Act 2000of the commonwealth as a law of the Territory and for related purposes.
      Bill read a first time.
      Mr Vatskalis moved – That the Bill be now read a second time.
      Debate ensued.
      On the motion of the Member for Katherine (Mrs Miller) debate was adjourned.
7. PETROLEUM (SUBMERGED LANDS) AMENDMENT BILL 2004 (Serial 250):
      The Minister for Mines and Energy (Mr Vatskalis), pursuant to notice, presented a Bill for an Act to amend the Petroleum (Submerged Lands) Act.
      Bill read a first time. Mr Vatskalis moved – That the Bill be now read a second time.
      Debate ensued.
      On the motion of the Member for Katherine (Mrs Miller) debate was adjourned.
8. POISONS AND DANGEROUS DRUGS AMENDMENT BILL 2004 (Serial 247):
      The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time -

    12. BUILDING SAFER COMMUNITIES, 5 YEAR FRAMEWORK FOR CRIME PREVENTION AND COMMUNITY SAFETY – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
        The Minister for Justice and Attorney-General (Dr Toyne) made a statement relating to a framework which sets the crime prevention and community safety agenda for the Territory.
        Dr Toyne moved – That the Assembly take note of the Statement.
        Debate ensued.
        Paper tabled: The Minister for Justice and Attorney-General (Dr Toyne) laid on the Table the following Paper –
    Building Safer communities – A Framework for Crime Prevention and Community Safety 2004-2009 (Paper 1502).

        Debate continued.
        Quorum: The Member for Araluen (Ms Carney) drew the Speaker’s attention to the state of the House.
        The Bells were rung.
        And a quorum having been obtained, the Assembly resumed.
