1. MEETING:
The Assembly met at 10am. The Speaker, the Honourable L. M. Braham, took the Chair.

3. MINISTERIAL REPORTS:
      Community Benefit Fund Grants Scheme: The Minister for Racing, Gaming and Licensing (Mr Stirling) reported on the disbursement of grants to community organisations for 2003/2004 from the Community Benefit Fund Grants Scheme.
      Mr Mills responded thereto.
      Mr Stirling responded accordingly.

      Healthier Communities: The Minister for Justice and Attorney-General (Dr Toyne) reported on the government’s program initiatives for building the health and well being of Territorians.
      Ms Carter responded thereto.
      Dr Toyne responded accordingly.

      Northern Territory Soccer Complex: The Minister for Sport an Recreation (Mr Ah Kit) reported on the current state outcomes of negotiations with the Darwin Premier Soccer League, various other junior and senior soccer organisations and soccer referee association for the establishment of a $5m soccer grounds complex at Marrara.
      Mr Mills responded thereto.
      Mr Wood responded thereto.
      Mr Ah Kit responded accordingly.

      Ethnic Affairs Sponsorship Program 2003/2004: The Minister for Ethnic Affairs (Mr Vatskalis) reported on 2003/2004 grants, and applications for 2004/2005 made under the Ethnic Affairs Sponsorship Program.
      Paper tabled: Mr Vatskalis laid on the Table the following Paper –

      Dr Lim responded thereto.
      Mr Vatskalis responded accordingly.

4. PARKS AND WILDLIFE COMMISSION AMENDMENT BILL 2004 (Serial 222):
      The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time –

7. REMUNERATION TRIBUNAL REPORT AND RECOMMENDATION NO. 2 OF 2004 - STATUTORY BODIES – REPORT PRINTED – MOTION TO NOTE REPORT:
      The Chief Minister (Ms Martin) laid on the Table the Remuneration Tribunal Report and Recommendation No. 2 of 2004 – Statutory Bodies (Paper 1438).
      Ms Martin moved – That the Report be printed.
      Question – put and passed.
      Ms Martin made a statement relating thereto.
      Ms Martin moved – That the Assembly take note of the Report and asked for leave to continue her remarks at a later hour.
      Leave granted.

8. CHILD SAFETY AND WELFARE – MINISTERIAL STATEMENT – STATEMENT NOTED:
      The Minister for Family and Community Services (Ms Scrymgour) made a statement relating to the safety and welfare of children in the Territory.
      Ms Scrymgour moved – That the Assembly take note of the Statement.
      Debate ensued.
      Extension of time: On the motion of the Member for Port Darwin (Ms Carter) the Member for Araluen (Ms Carney) was granted and extension of time.
      Debate continued.
