1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable L. M. Braham, took the Chair.

3. MINISTERIAL REPORTS:
      NT WorkSafe: The Minister for Employment, Education and Training (Mr Stirling) reported on the creation of a new safety watchdog for the Territory called NT WorkSafe.
      Mr Mills responded thereto.
      Mr Stirling responded accordingly.

      Crime Prevention Councils Conference, Darwin: The Minister for Justice and Attorney-General (Dr Toyne) reported on the first Conference of Crime Prevention Councils in Darwin.
      Dr Toyne, by leave, incorporated a list of attendees at the Conference.
      Mr Maley responded thereto.
      Dr Toyne responded accordingly.

      Blatherskite Park: The Minister for Local Government (Mr Ah Kit) reported on the increased funding to improve facilities at Blatherskite Park Alice Springs.
      Dr Lim responded thereto.
      Mr Ah Kit responded accordingly.

      Australian Tourism Exchange: The Minister for Tourism (Dr Burns) reported on his attendance at the Australian Tourism Exchange meeting in Melbourne last week.
      Ms Carney responded thereto.
      Dr Burns responded accordingly.

4. PUBLIC SECTOR EMPLOYMENT AND MANAGEMENT AMENDMENT BILL 2003 (Serial 164):
      The Minister for Employment, Education and Training (Mr Stirling), pursuant to notice, presented a Bill for an Act to amend the Public Sector Employment and Management Act.
      Bill read a first time.
      Mr Stirling moved – That the Bill be now read a second time.
      Debate ensued.
      On the motion of the Member for Blain (Mr Mills) debate was adjourned.
5. ELECTRICAL WORKERS AND CONTRACTORS AMENDMENT BILL 2003 (Serial 162):
      The Minister for Lands and Planning (Mr Vatskalis), pursuant to notice, presented a Bill for an Act to amend the Electrical Workers and Contractors Act.
      Bill read a first time.
      Mr Vatskalis moved – That the Bill be now read a second time.
      Debate ensued.
      On the motion of the Member for Goyder (Mr Maley) debate was adjourned.

      Land Development Corporation Bill 2003 (Serial 155):

      Clauses 1 to 31, by leave, taken together and agreed to.
      Clause 32 read.
      Mr Baldwin, by leave, invited defeat of Clause 32 and moved the following amendment –
      Insert after Clause 31-

          32. Reports of Corporation
              (1) For each financial year, the Corporation must prepare reports on the administration of this Act and the operations of the Corporation as follows:
                  (a) a mid-year report for the first 6 months of the financial year;

                  (b) an end of year report for the whole of the financial year.

              (2) A report is to include the following during the period of the report:
                  (a) a copy of any directions and reasons for directions given to the Corporation, and any objections to the directions made by the Corporation, under section 8;

                  (b) full details of all real property acquired or disposed of by the Corporation including the type of transaction and financial details involved in the acquisition or disposal.

              (3) The Corporation must forward a copy of the report to the Minister by –
                  (a) for a mid-year report – 31 March in the financial year; or

                  (b) for an end of year report – 30 September following the end of the financial year.

              (4) The Minister must lay a copy of the report before the Legislative Assembly within 6 sitting days of the Legislative Assembly after receiving the report.

11. PROCUREMENT REFORM – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
      The Minister for Business, Industry and Resource Development (Mr Henderson) made a statement relating to implementation of significant procurement reforms of government purchasing procedures and policy.
      Mr Henderson moved – That the Assembly take note of the Statement.
