1. MEETING:
The Assembly met at 10am. The Speaker, the Honourable L. M. Braham, took the Chair.

3. MINISTERIAL REPORTS:
Arts and cultural festivals, August 2003: The Chief Minister (Ms Martin) reported on the conduct and marketing of three significant arts events in the Territory during the month of August, Garma Arts Festival, National Aboriginal and Torres Strait Islander Arts Awards sponsored by Telstra, and Darwin Arts Festival.
Ms Carter responded thereto.
Mr Wood responded thereto.
Ms Martin responded accordingly.

Visitors: The Speaker advised Members of the presence in the public galleries of Year 11 students from Darwin High School accompanied by their teacher Ms Jan Farr.
On behalf of all members the Speaker extended a warm welcome to the visitors.

Public liability insurance reforms: The Treasurer (Mr Stirling) reported on the Insurance Minister’s Council meeting discussion on insurance and underwriting of public liability insurance costs for community groups and professional indemnity insurance reforms.
Mr Reed responded thereto.
Mr Stirling responded accordingly.

Aboriginal interpreter service: The Minister assisting the Chief Minister on Indigenous Affairs (Mr Ah Kit) reported on the introduction of an Aboriginal Interpreter Service for the Northern Territory.
Dr Lim responded thereto.
Mr Ah Kit responded accordingly.

Ridley Aquafeed Prawn and Barramundi Farmers Conference, 24 to 31 July 2003: The Minister for Primary Industry and Fisheries (Dr Burns) reported on the Ridley Aquafeed Prawn and Barramundi Farmers Conference sponsored by the Prawn and Barramundi Farm Association of the Northern Territory.
Mr Maley responded thereto.

4. NORTHERN TERRITORY ABORIGINAL SACRED SITES AMENDMENT BILL 2003 (Serial 160):
The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time –

Bill read a second time.
Leave granted for a motion for the third reading of the Bill to be moved forthwith.
On the motion of the Minister assisting the Chief Minister for Indigenous Affairs (Mr Ah Kit) the Bill was read a third time and passed to be a proposed law.

The Minister for Employment, Education and Training (Mr Stirling) made a statement relating to improving educational outcomes in the Territory.
Mr Stirling moved – That the Assembly take note of the Statement.
Debate ensued.
On the motion of the Minister for Tourism (Dr Burns) debate was adjourned.
