Minutes of Proceedings - 2002-09-17

1. MEETING:
      The Assembly met at 10am, pursuant to resolution of the Assembly, dated Thursday 22 August 2002. The Speaker, the Honourable L. M. Braham, took the Chair.

2. PRAYERS.

3. LEAVE OF ABSENCE:
      The Leader of Government Business (Mr Stirling) moved – That leave of absence be granted to the Member for Arafura (Ms Scrymgour) on account of ill health.

4. ORDER OF PROCEEDINGS, MOTION AGREED TO:
      The Leader of Government Business (Mr Stirling) moved – That, for the remainder of this sitting the Routine of Business be as follows –
    Ministerial Reports;
    Notices; and
    Government Business, Order of the Day No. 1 – Nitmiluk National Park Plan of Management; and
    Government Business, Order of the Day No. 2 – Appropriation Bill 2002/2003 (Serial 89).

        Debate ensued.

    5. MINISTERIAL REPORTS:
        Women in Business: The Minister for Business, Industry and Resource Development (Mr Henderson) made a report on the participation of women in business opportunities in the Territory and Business Women of the Year Awards 2002.
        Ms Carney responded thereto.
        Mr Henderson responded accordingly.
        Master Games, Alice Springs: The Minister for Sport and Recreation (Mr Ah Kit) made a report on the conduct of and numbers of participating athletes registered for the 2002 Alice Springs Masters Games.
        Mr Mills responded thereto.
        Mr Ah Kit responded accordingly.

        Tobacco Legislation: The Minister for Community Development (Mrs Aagaard) made a report on proposed reform of the Northern Territory Tobacco Act.
        Mr Dunham responded thereto.
        Mrs Aagaard responded accordingly.

    6. NOTICES:
        Mr Stirling: On behalf of and at the request of the Chief Minister, to move on the next sitting day - That so much of Standing Orders be suspended as would prevent five Bills entitled – Taxation (Administration) Amendment Bill 2002 (Serial 90), Stamp Duty Amendment Bill (No. 2) 2002 (Serial 91), Debits Tax Amendment Bill 2002 (Serial 92), and Mineral Royalty Amendment Bill 2002 (Serial 93), and Pay-roll Tax Amendment Bill (No. 2) 2002 (Serial 94), passing through all stages at this sittings.

        Mr Stirling: On behalf of and at the request of the Chief Minister, to move on the next sitting day – That so much of Standing Orders be suspended as would prevent a Bill entitled Financial Management Amendment Bill 2002 (Serial 88), passing through all stages at this sittings.

        Mr Stirling: To move – That so much of Standing Orders be suspended as would prevent Bills entitled Gaming Control Amendment Bill 2002 (Serial 82) and Gaming Machine Amendment Bill 2002 (Serial 83), passing through all stages at this sitting.

    7. AGENTS LICENSING AMENDMENT BILL 2002 (Serial 99):
        The Minister for Justice and Attorney-General (Dr Toyne), by leave, presented a Bill for an Act to amend the Agents Licensing Act.
        Bill read a first time.
        Dr Toyne moved – That the Bill be now read a second time.
        Debate ensued.
        On the motion of the Member for Goyder (Mr Maley) debate was adjourned.

    8. ASSOCIATIONS INCORPORATION AMENDMENT BILL 2002 (Serial 97):
        The Minister for Justice and Attorney-General (Dr Toyne), by leave, presented a Bill for an Act to amend the Associations Incorporation Act.
        Bill read a first time.
        Dr Toyne moved – That the Bill be now read a second time.
        Debate ensued.
        On the motion of the Member for Goyder (Mr Maley) debate was adjourned.

    9. AERODROMES ACT REPEAL BILL 2002 (Serial 98):
        The Minister for Transport and Infrastructure Development (Mr Vatskalis), by leave, presented a Bill for an Act to repeal the Aerodromes Act.
        Bill read a first time.
        Mr Vatskalis moved – That the Bill be now read a second time.
        Debate ensued.
        On the motion of the Member for Katherine (Mr Reed) debate was adjourned.

    10. NITMILUK NATIONAL PARK PLAN OF MANAGEMENT AND NITMILUK NATIONAL PARK SUMMARY OF PUBLIC REPRESENTATIONS 2002 – MOTION TO NOTE PAPERS:
        The Order of the Day having been read for the resumption of debate on the question – That the Assembly take note of the Papers -
        Debate resumed.
        On the motion of the Member for Katherine (Mr Reed) debate was adjourned.
    11. APPROPRIATION BILL 2002/2003 (Serial 89):
        The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time -
        Debate ensued.

        The Leader of Government Business (Mr Stirling) moved – That the committee stage of the Appropriation Bill 2002/2003 be later taken.

    12. ORDER OF PROCEEDINGS, MOTION AGREED TO:
        The Leader of Government Business (Mr Stirling) moved – That, at the sitting of the Assembly on Thursday 19 September 2002, after Routine Business Petitions and Notices, intervening business be postponed until after:

        (a) consideration of the Report of the Estimates Committee in Committee of the Whole and the remaining stages of the Appropriation Bill 2002/2003, in accordance with the resolution of the Assembly dated 20 August 2002; and

        (b) Government Business Notices and Orders of the day.

        Question – put and passed.
    13. NEXT MEETING OF ASSEMBLY:
        The Leader of Government Business (Mr Stirling) moved – That the Assembly at its rising adjourn until 7pm on Thursday 19 September 2002 or such other time as notified by the Speaker with one hours notice given to Government and Opposition Whips and Members by Madam Speaker, or such other time and or date as may be advised by the Speaker, pursuant to Sessional Order.

    14. ADJOURNMENT:
